MEMO
To: Honorable City Council
From: Ed Ormonde, Chief of Police
Date: 06/14/2022
Subject: Lathrop Dispatch Agreement - Amendment
RECOMMENDED ACTION:
Approve and authorize the Mayor to sign Amendment No. 1 to the Dispatch Services Agreement with City of Lathrop to provide evidence storage and support.
BACKGROUND:
The City of Lathrop is currently transitioning to its own Police Department. On October 13, 2021, the City of Lathrop and City of Ripon entered into an agreement for the Ripon Police Department to provide Dispatch Services for the newly formed Lathrop Police Department effective July 1, 2022. As part of this transition, the City of Lathrop has requested the City of Ripon consider providing evidence storage and management services for the City of Lathrop.
DISCUSSION/ANALYSIS:
Ripon and Lathrop staff along with Lathrop’s consultant team have discussed the feasibility of such a request and have determined it is feasible for Ripon to provide this service. The provided service would occur as described below:
As of July 1, 2022, Ripon would be responsible to provide the property and evidence storage and management services as summarized below:
1. Designated City of Ripon staff will provide evidence storage facilities and training services for the City of Lathrop’s evidence received at the Ripon facility.
These services will include all normal evidence handling required by State and Federal law and ensuring the security of the materials received.
2. City of Lathrop will provide evidence technician(s) that shall be primarily responsible to process the evidence at the City of Ripon facility. This individual shall schedule days and times to process the evidence that is mutually agreeable with the City of Ripon designated individual that must be present at all times the evidence is being processed at the City of Ripon facility.
3. The designated City of Ripon staff time associated with these activities will be invoiced to the City of Lathrop on a monthly basis based on the actual hours in support of the City of Lathrop evidence training and oversight. For time designated as regular time, the billing rate shall be $70 per hour and as overtime rate, the billing rate shall be $95 per hour. Modifications to the hourly rate may be made by the City of Ripon as needed to accommodate compensation adjustments.
FISCAL IMPACT:
The City of Ripon General Fund would be reimbursed for any expenditures of staff time on a monthly basis for all training and management services provided for evidence storage at the Ripon facility. This includes all regular time and overtime rates for the involved City of Ripon staff.
