DISCUSSION:
During the installation of the 48” Storm Drain in Stockton Avenue, a PG&E distribution line was found to be in conflict with the proposed storm drain line due to a 5-foot offset in the PG&E line that was previously undiscovered. This delayed the project and prevented the work for the concrete curb, gutter, and sidewalk to move forward until PG&E could mobilize crews on site and raise their distribution line to resolve the conflicts. During this delay, concrete prices increased, especially due to COVID-19 and supply chain issues. This change order is to cover the cost of price escalations, which occurred due to the above delay.
During the construction of the Stockton Avenue roadway, two properties (at 733 and 737 South Stockton Avenue) previously had access from Stockton Avenue, but lost access due to grading adjustments and the installation of the new sidewalk on the Stockton Avenue frontage. To correct this, the existing paved area in front of the businesses had to be demolished, regraded and repaved to meet the new back of walk elevation. Additionally, due to the required grading adjustments on the property, a new valley gutter, drain inlet and storm drain line were installed to assist with drainage concerns for the property. This change order is to cover the cost of additional work at the frontage of these two properties.
