Mr. James Pease
City of Ripon
259 N. Wilma Avenue
Ripon, CA 95366
Dear Mr. Pease:

Subject: City of Ripon Well 12 Impacts Analysis – Contract Amendment No. 2 Request
Wood Rodgers, Inc. (Wood Rodgers) respectfully submits this letter request to amend our contract with the City of Ripon (City) for the Well 12 Pumping Impacts Analysis project. Wood Rodgers original Scope of Work (dated March 17, 2017) included:
 Task 1 – Data Review and Summary Report
 Task 2 – Well Testing and Water Quality Assessment
As the project evolved, and at the request of the City, Wood Rodgers submitted Contract Amendment No. 1 (dated June 4, 2019) to include additional scope of work, including:
 Task 2a – Well 12 Impacts and Pump Testing Program – Additional Services  Task 3 – Well 12 Operations Plan
 Task 4 – Well 12 Monitoring, Analysis and Reporting
This amendment is for additional services requested and performed outside of our scope of work related to Tasks 3 and 4.

Operations and Monitoring Plan
During preparation of the Operation and Monitoring Plan (Plan), Wood Rodgers coordinated with the State of California Water Resources Control Board (Water Board) to revise and include a more detailed and comprehensive monitoring program to include data from nearby monitoring wells. This included several revisions to the Plan, dated September 16, 2019 and titled “City of Ripon Well 12 Operation and Monitoring Plan.” The Plan was approved by the Water Board on September 25, 2019. The Plan established a regular monitoring program to collect and report groundwater level and water quality data quarterly for a period of two years.

The estimated budget for Task 3 – Well 12 Operations Plan was $2,000. Due to the additional detail and level of effort required by the Water Board, this budget was exceeded.

Cycle Testing
Prior to implementing the Plan, the Water Board required the City to evaluate and establish an agreeable flow rate to operate Well 12. This consisted of Wood Rodgers conducting three 30- day cycle tests, each at specified flow rates of 500, 750 and 750 gallons per minute (gpm), of the well between March 2020 and July 2020. Following each 30-day cycle test, Wood Rodgers provided startup and end of test data collection, data analysis, prepared summary reports, and coordinated with the Water Board and the City to relay data. Based on this cycle test data, the City received approval from the Water Board on August 24, 2020, to operate Well 12 at a flow rate of 750 gpm.

In addition, Wood Rodgers conducted six site visits to Well 12 to obtain groundwater level data from the pressure transducers, collect water samples from CRW-2D and Well 12. Additionally, analysis of these data and coordination with the Water Board following each cycle test was required to gain approval to implement the long-term testing program. These site visits and associated work were not accounted for in Contract Amendment No 1.

Wood Rodgers implemented the monitoring program, per the Plan, starting in the 4th Quarter of 2020. The last reporting period per the Plan is scheduled for the 3rd Quarter of 2022.

Water Quality Sampling
The cost associated with water quality sampling and laboratory analysis from CRW-2D was not included in Contract Amendment No. 1. As a condition of the Plan, and at the direction of the City, Wood Rodgers collected water samples from Well 12 and CRW-2D each quarter and submitted to be analyzed for nitrate (as N). In addition, a portable sample pump is required to obtain a water sample from CRW-2D, of which, Wood Rodgers rents a unit per sampling event.

Costs incurred by Wood Rodgers to sample CRW-2D include rental of a sample pump and the additional laboratory analysis (for each sampling event). Currently, the project has completed six quarters of monitoring out of eight.

Additional Cost
The additional incurred project costs for the additional services are provided in Tables 1 and 2 below.

Table 1 – Outside Services
