City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 07/12/2022
Subject: TNT Industrial Contractors, Inc.

RECOMMENDED ACTION:

Approve and authorize the Mayor to sign the contract with TNT Industrial Contractors to install a dual hose CNG dispenser unit at the CNG Fueling Station in the not to exceed amount of $22,187 (funding source: CNG Station Capital Reserve Fund).

BACKGROUND:

In 2006 the City completed construction of the Compressed Natural Gas (CNG) Fueling Station on Doak Boulevard through a combination of local and federal grant funds. The CNG facility serves many Ripon fleet vehicles in the Public Works Department including the garbage trucks.

CNG fuel is also available to the public and is purchased regularly by Ripon residents and outside businesses and residents in the general area. The facility is also equipped with diesel and regular gasoline pumps that serve City, Police and Fire vehicles exclusively. The CNG fuel is priced competitively and covers the natural gas cost from PG&E, general facility operating expenses and future capital improvements/replacements.

DISCUSSION/ANALYSIS:

The dual hose CNG fueling dispenser unit located at the fueling station was originally installed in 2006 and is in need of replacement. The City Council authorized the purchase of a new dispensing unit at the May 2022 Council meeting and it has been ordered. Staff is proposing the City hire a contractor to install the new unit.

FISCAL IMPACT:

The attached contract with TNT Industrial Contractors to install a dual hose CNG dispenser unit at the City fueling station is for a not to exceed amount of $22,187 to be paid for through the CNG Station Capital Reserve Fund. The rates of CNG at the City’s Fueling Station are designed such that a certain amount of the revenue is transferred each year to the CNG Station Capital Reserve Fund for these types of improvements. The current fund balance is $203,000.
