City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ed Ormonde, Chief of Police
Date: 08/09/2022
Subject: Replace Desk Consoles in Dispatch Center
RECOMMENDED ACTION:

City Council to approve the purchase of six (6) Mercury Standard Dispatch Consoles through Watson Consoles.

BACKGROUND:

The current four (4) dispatch consoles were installed when the Police Department was renovated and expanded in 2006, since that time the consoles have become operationally unreliable, with parts and additional consoles no longer available.

In addition, with the Ripon Emergency Dispatch Center providing services for two additional police agencies, it has become necessary to reconfigure the dispatch area to readily accept increased personnel to provide these services for critical incidents, special enforcement operations, large-scale events and training. The dispatch center will also need the additional dispatch consoles to perform regular dispatch duties in the near future.

DISCUSSION/ANALYSIS:

The dispatch center currently has four (4) dispatch consoles. With the need to accommodate additional staff and to isolate transient noise due to increased telephone and radio communications, it has become necessary to reconfigure and expand the dispatch center to six (6) work stations, adding two (2) additional dispatch consoles. The original consoles will not fit into the proposed reconfiguration of the dispatch center.

FISCAL IMPACT:

The cost to purchase and install the six (6) dispatch consoles is $102,048.41. Of this cost, $59,188.08 will be reimbursed to the City of Ripon from the cities that Ripon is contracted to provide dispatch services. The City of Ripon General Department Capital Fund (current balance:
$1.06 million) will fund the $42,860.33 balance.
