Subject: Well 19 Pump Station Change Order 3
RECOMMENDED ACTION:
Approve Change Order No. 3 for the installation of a generator tap box needed to power the well site with a portable generator and for the abandonment of two agriculture wells no longer in use in the not to exceed amount of $86,012.23 (funding source: Water Enterprise Capital Fund).
BACKGROUND:
The Well 19 Pump Station Project was awarded to Soracco, Inc. at the September 14, 2021 City Council meeting for an amount of $1,761,590.50. The first phase of the Well 19 project included the construction, development and testing of the well at Mistlin Sports Park. The Well 19 Pump Station Project consists of installing a Potable Water Pump Station and Site Improvements necessary to incorporate the well into the City potable water system.
At the January 11, 2022 City Council meeting, Council approved Change Order No. 1 in the not to exceed amount of $8,865.33 for the demolition of existing 10-inch irrigation line and increase in materials and labor to install the new 10-inch irrigation line.
At the May 20, 2022 City Council meeting, Council approved Change Order No. 2 in the not to exceed amount of -$11,850.79 for replacing an existing water valve, adjusting for existing utility conflicts, upgrading building doors and decreasing the overall size of the wellsite.
DISCUSSION:
The design of the pump station was modified from a stationary emergency backup generator to a portable generator to provide additional flexibility during a power outage. The electrical plan sheet was not modified to include a generator tap box with camlock electrical connectors, which is required to connect the portable generator. This change order includes $6,397.23 for the materials and labor to incorporate the generator tap box as part of the contract.
Two agricultural irrigation wells that no longer are being used are located within 1,500 feet from Well 19. One of these wells is located on the City property to the west of the well site and the other is located on the private parcel located on the north-east corner of Jack Tone Road and River Road. Staff is recommending both wells be abandoned per San Joaquin well demolition standards to protect the water quality at Well 19. The contract change for this work is $79,615.00.
FISCAL IMPACT:
The attached Change Order No. 3 is in the amount of $86,012.23 and will be funded through the Water Enterprise Capital Fund.
