2. DISCUSSION ITEMS
A. FINANCIAL AUDITS - FISCAL YEAR 2021-2022
Discussion/No Action Price Paige & Company has completed the audit of the City of Ripon’s Financial
Statements and the Money Purchase Thrift
Pension Plan for the fiscal year ending
June 30, 2022. Resolutions will be
presented in December for City Council
acceptance.
City Clerk Roos said the audits for the City of Ripon and the Money Purchase Thrift Pension Plan for the fiscal year ended June 30, 2022 have been completed by Price Paige & Company. These audits are completed to fulfill requirements place on us by State agencies and our bonding agencies. She said the City uses an independent third party audit firm to ensure we are in compliance with the laws and regulations. The City of Ripon audit is a combination of all of the finances of the City. As noted in the audit committee letters from our auditors, Price Paige & Company, there were no significant audit findings, no difficulties encountered between the auditors and staff, and no disagreements between management and the auditors.
Roos said in order to make the audit easier to understand, she provided a staff report in the City Council packet that gives a high-level financial summary of the fiscal year ending June 30, 2022.
Roos said there is no action required tonight and resolutions to accept these audits will be on the Consent Calendar of our December meeting.

B. GRAND JURY REPORT NO. 0321 - CYBERSECURITY RESPONSE
Discussion/No Action Discuss response to Grand Jury Case No. 0321 for Superior Court of California,
County of San Joaquin regarding
Cybersecurity: Local Defense Against a
Global Threat and provide direction to
staff.
Chief Ormonde said the San Joaquin County Civil Grand Jury conducted surveys regarding cybersecurity of all County law enforcement agencies and prepared a report.
Staff has drafted a response to the report and will bring it back with Council’s recommendations for approval next month.
Vice Mayor Restuccia said the Disaster Recovery Plan was very thoroughly written.
Council Member Zuber said he had some concerns regarding clarification about some of the language. He said the draft response addresses most of the report, but not the ransomware item. He said he feels that this is not information that should be discussed in public, but something needs to be in the report regarding the fact that we have a plan.
Ormonde said they made some changes today to better address that and they will be in the response for Council to approve in December.
REPORTS
Department Heads:
Chief Ormonde said the Police Department is celebrating active duty and military Veterans during the month of November with Salute to Service patches. The patches are available in the Police Department lobby for $10.00 and all proceeds go to VFW Post 1051 and American Legion Post 190 in Ripon to help with Veterans Services.
Vice Mayor Restuccia asked if the Police Department had any events for Veterans Day.
Ormonde said the Police Department will not have any events. Mayor Uecker said the VFW will host a lunch and a dinner. Ormonde said there will be a Veterans service at 10:30 AM at the Veterans Wall and Museum.
Planning Director Zuidervaart said there is a Planning Commission meeting on Monday, November 14, 2022. The Commission will be reviewing a project on Pine and Acacia.
City Attorney Terpstra thanked the incumbents for their service.
City Council:
Council Member Barton said he is grateful to be here tonight and thankful to the people who reached out to him during a challenging time.
City Council Page 7 November 8, 2022

Stephanie Hobbs said the ribbon cutting for the Grand Completion of the Ripon High Stadium is on Monday, December 12 from 4:00 PM to 5:00 PM.
de Graaf said he wanted to thank everyone who is in attendance and he appreciates the comments. He said it is a good reminder that if things are not brought to the attention of the Council, then they do not know about it.
Restuccia said Donohue did a wonderful job with Main Street Day. He said he has never seen so many people. Council echoed his sentiments.
There being no further business, the meeting was adjourned at 6:21 PM. (Signed) Dean Uecker
