MEMO
To: Honorable City Council
From: Daniel Sauer, Lieutenant
Date: 12/13/2022
Subject: Grant Application - San Joaquin Valley Air Pollution Control - PD RECOMMENDED ACTION:
Approve the resolution authorizing the Ripon Police Department to submit a grant application to the San Joaquin Valley Air Pollution Control District public benefit grant program for the purchase of one police department alternative fuel vehicle.
BACKGROUND:
The purpose of this program is to fund the purchase of new electric, plug-in hybrid, or alternative fuel vehicles for public agencies to promote clean air alternative-fuel technologies and the use of low-or zero-emission vehicles in public fleets.
DISCUSSION/ANALYSIS:
The Ripon Police Department wishes to apply for the San Joaquin Valley Air Pollution Control District Alternative Fuel Vehicle Purchase Program. All projects will be considered on a firstcome, first-serve basis. The grant is to provide public agencies, as defined by Government Code section 6252, with new electric, plug-in hybrid, or alternative fuel vehicles.
The Police Department is proposing that these funds be used to purchase a 2022 Hyundai Santa Fe Plug-In Hybrid. The vehicle could ultimately replace an aging gas vehicle in our fleet used for our Volunteers in Police Services (VIPS).
The City may be able to receive up to $20,000 in grant funds for the alternative-fuel vehicle that replaces a gas vehicle. The cost of the vehicle that exceeds the grant amount would be funded by the City’s “General Capital – Department Fund”.
FISCAL IMPACT:
The total cost of the vehicle is estimated to be $37,290, which would be offset by $20,000 of grants if the Ripon Police Department received the maximum funding. The City responsibility would not exceed $17,290, which would be funded from the “General Capital – Department Fund”. Current projected balance at the end of Fiscal Year 2022-23 in this fund is $1.2 million.
