Technical Memorandum Evaluation of Garbage, Wastewater and Water Rates Adopted for February 1, 2023 1 Use of contents on this sheet is subject to the limitations specified at the beginning of this document.

A Water, Sewer and Garbage Funds Rates Study was completed in November 2020 (2020 Rates Study).

Based on findings and recommendations in the 2020 Rates Study, the City Council approved Resolution No. 20-55 which adopted garbage, wastewater and water rate increases to be effective February 1st of 2021, 2022, 2023, 2024 and 2025 (five years). This Technical Memorandum (TM) summarizes the results of our review and evaluation of the city of Ripon’s cash flow for the Garbage, Wastewater and Water Enterprise Funds and whether rate increases scheduled for February 1st of 2023 should be implemented.

SECTION 1. INTRODUCTION
Maximum garbage, wastewater and water rates adopted in Resolution No. 20-55 to become effective February 1st of 2021, 2022, 2023, 2024 and 2025 are listed in the Table 1 (Water), Table 2 (Wastewater) and Table 3 (Garbage). All rates adopted for February 1, 2021, and for February 1, 2022, were implemented as scheduled. Rate increases adopted for implementation on February 1, 2023, are evaluated in this TM.

Evaluation of the previously adopted rates involves only the update of projected expenditures, revenue from rates, number of accounts and water use. Any changes to rates recommended in this TM would not trigger a requirement for Proposition 218 procedures or a protest ballot process.

SECTION 2. EVALUATION OF WATER RATES AND CASH FLOW
Cash flow (expenditures, and target and ending fund balances); coverage ratios; and the percent increase in average Single Family monthly bills are shown below for the 2020 Rate Study (top figure) and the current evaluation (bottom figure). Note that current projections of the debt service coverage ratio exceed the technical minimum of 1.25 times Net Revenues in all years.

The current evaluation does not examine the impact on cash flow or rates related to operating and capital costs for a new water supply connection to the South San Joaquin Irrigation District (SSJID) water system.

ACTUAL REVIEW FORECAST
Technical Memorandum Evaluation of Garbage, Wastewater and Water Rates Adopted for February 1, 2023 5 Use of contents on this sheet is subject to the limitations specified at the beginning of this document.

The ending fund balance in FY25 (at the end of the review time frame) is projected to be approximately $440,000 less than projected in the 2020 Rate Study. The decrease is due to the following changes in cash flow over the remaining FY23 – FY25 period:
 The beginning balance for FY23 was decreased by approximately $320,000 to reflect accounting changes not available before completion of the 2020 Rate Study;  Revenues are projected to increase by approximately $230,000 due to a small increase in projected water sales;
 Operating expenditures are projected to increase by approximately $460,000 due to increased costs for operating expenses; and
 Transfers to capital reserves are decreased by $110,000.

At the end of FY25, the Capital Repair and Replacement Fund balance is projected to be approximately $6,900,000.

Based on review of the updated data, it is recommended that the City implement the rate increases adopted for implementation on February 1, 2023.

SECTION 3. EVALUATION OF SEWER RATES AND CASH FLOW
The evaluation of rates in this TM involves only the update of projected expenditures, revenue from rates and number of accounts.

Cash flow (expenditures and target and ending fund balances), coverage ratios and the percent increase in average annual Single Family monthly bills are shown below for the 2020 Rate Study (top figure) and the current evaluation (bottom figure). Note that current projections of the debt service coverage ratio exceed the technical minimum of 1.25 times Net Revenues in all years until the debt service is retired in FY27.

ACTUAL REVIEW FORECAST
Technical Memorandum Evaluation of Garbage, Wastewater and Water Rates Adopted for February 1, 2023 7 Use of contents on this sheet is subject to the limitations specified at the beginning of this document.

The ending fund balance in FY25 (at the end of the review time frame) is projected to be approximately $70,000 more than projected in the 2020 Rate Study. The increase is due to the following changes in cash flow over the remaining FY23 – FY25 period:
 The beginning balance for FY23 was increased by approximately $153,000 to reflect accounting changes not available before completion of the 2020 Rate Study;  Revenues are projected to increase by approximately $150,000 due to a small increase in projected revenue from commercial and industrial accounts; and
 Operating expenditures are projected to increase by approximately $230,000 due to increased costs for state fees and utilities.

At the end of FY25, the Capital Repair and Replacement Fund balance is projected to be approximately $2,089,000. An expenditure of $2,000,000 in FY27 is planned for purchase and installation of catch basin grates and other trash capture devices. In October 2020, City Council agreed to collect $2 million over the next 7 years to meet State requirements for the Storm Water Trash Provisions. The Trash Provisions include the installation of catch basin grates and other trash capture devices to capture trash up to 5 millimeters, in high traffic areas. Staff plans to provide a technical analysis in 2023 with more information on the type of devices, locations, expenditures, etc., for Council to review and discuss.

At the end of FY25, the Capital Reserve Fund balance is projected to be approximately $2,266,000.

Based on review of the updated data, it is recommended that the City implement the rate increase adopted for implementation on February 1, 2023.

ACTUAL REVIEW FORECAST
Technical Memorandum Evaluation of Garbage, Wastewater and Water Rates Adopted for February 1, 2023 9 Use of contents on this sheet is subject to the limitations specified at the beginning of this document.

The ending fund balance in FY25 (at the end of the review time frame) is projected to be approximately $510,000 less than projected in the 2020 Rate Study. The decrease is due to the following changes in cash flow over the remaining FY23 – FY25 period:
 The beginning balance for FY23 was decreased by approximately $90,000 to reflect accounting changes not available before completion of the 2020 Rate Study;  Revenues are projected to decrease by approximately $330,000 due to a lower number of residential cans than was used in the 2020 Rate Study;
 Operating expenditures are projected to increase by approximately $190,000 due to increased costs for fuel and disposal fees; and
 Transfers to capital reserves are decreased by $90,000.

At the end of FY25, the Capital Repair and Replacement Fund balance is projected to be approximately $133,000 and include the projected purchase of a new, $400,000 CNG Garbage Truck in FY24.

Based on review of the updated data, it is recommended that the City implement the rate increase adopted for implementation on February 1, 2023.

Rate increases forecast for FY26 and FY27 – the two-years following the five-year rate increases adopted based on the 2020 Rates Study – are changed from 1% per year to 5% per year. The change in forecast increases is in response to projected ending balances that are significantly below projected target ending balances during the time period FY23 – FY25.
