MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director

Subject: California CAD Solutions, Inc. - City GIS System RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the agreement with California CAD Solutions, Inc. to create an updated City of Ripon GIS (Geographic Information System). Cost not to exceed $36,940 which will be paid for by Local Early Action Planning grant funds and Regional Early Action Planning grant funds.
BACKGROUND:
The City of Ripon’s current GIS system is outdated and becoming less valuable to the City departments that rely on this data. The software that is used as part of the GIS system has been discontinued and updates are no longer available and current staff does not know how to write the code that runs the software. The GIS system stores a variety of information used by all City departments, including parcel ownership, parcel size, tax assessment, building size, utility information, etc. Additionally, the GIS system stores information of the City’s water, sewer, storm, street light infrastructure. The current information in the system is accurate, but as new construction has happened, the GIS system has not been updated over the last couple of years.
DISCUSSION/ANALYSIS:
City staff has requested a scope and fee from California CAD Solutions, Inc., a Modesto based firm who specializes in AutoCAD and GIS services, to update the City’s GIS system. The proposal would include migrating all the relevant data from our current system to the new software and updating the GIS program with the City’s new and outdated information.
Additional services provided with this scope would include training staff on the new system and training our IT Department on how to update our new GIS system monthly with current property ownership information. The new program will require a yearly (12-month) subscription for the new DashGIS software to run the new GIS system which is $495 per month.
FISCAL IMPACT: The entire cost of the initial system setup and training with California CAD Solutions, Inc. is a not to exceed amount of $36,940. The scope of work will be paid by Local Early Action Planning grant funds and Regional Early Action Planning grant funds. The ongoing expense for the software subscription of $495 per month will be paid through the City’s General Fund.
