Subject: Proposal to Provide Design Services for the East Main Traffic Signal Project Dear Christiana:
Thank you for contacting Fehr & Peers to assist you with the traffic engineering design services for signalizing the East Main Street/State Route 99 Northbound Ramps intersection. We will prepare plans, specifications, and estimates (PS&E) for the traffic signal installation at this intersection and will review the City’s pavement delineation and sign PS&E.
Our detailed scope of work is included in Exhibit A. Fehr & Peers will perform this work on a time-andmaterials basis for a cost not-to-exceed $35,000. A breakdown of cost by task is provided in Exhibit B.
Invoices will be submitted monthly for services rendered and are due and payable upon receipt.
We look forward to working with you on this project. If you have any questions or comments, please contact Kyle Baumgartner or me at (916) 773-1900.
Sincerely,

SCOPE OF WORK
Fehr & Peers will prepare traffic signal plans, specifications, and estimates (PS&E) for the East Main Street/State Route 99 Northbound Ramps intersection. We understand that the City will complete the civil design, including any roadway, curb, sidewalk, gutter, pavement delineation, and sign work, and will provide electronic base files and as-built plans for our use. The City will also bid the project and manage construction. We will conduct a field review of the intersection to identify potential aboveground conflicts and opportunities for the signal equipment installation. We will prepare PS&E and submit to the City of Ripon for processing. The PS&E will be submitted at the 35%, 95%, and 100% design levels and will be reviewed by both Caltrans and the City of Ripon. We will address comments and provide written responses. This scope assumes we will receive one set of comments from each agency for each of the 35% and 95% review levels.
Fehr & Peers will prepare electrical load calculations and submit them with an application to the utility service provider to identify the service point. Any connection or application fees for the electrical service shall be paid for by the client. These fees are not included in this scope.
The final, signed plans will be submitted as PDF plans and in AutoCAD format drawing files. Final technical special provisions will be provided to the City of Ripon in Word format for incorporation into the bid documents. Final cost estimates will be submitted in Excel format.
Task 1.1 Traffic Signal PS&E
Fehr & Peers will prepare traffic signal installation PS&E for the East Main Street/State Route 99 Northbound Ramps intersection. We will prepare PS&E in accordance with Caltrans District 10 requirements and will use the 2022 Caltrans Standard Plans and Specifications. Construction cost estimates will be developed based on recent bid information for similar projects. The design will address the installation of traffic signal controller, service enclosure, vehicle and pedestrian signals, vehicle, bicycle, and pedestrian detection, intersection safety lighting, and emergency vehicle detection, and will include the conductor and equipment schedules. We will prepare AGi32 photometric analyses to verify intersection safety lighting levels for review by the City and Caltrans.
Total Sheets:
We anticipate preparing up to 4 sheets as follows:
• Signal and Lighting System: Up to 2 sheets, 1”=20’
• Electrical Quantities: Up to 1 sheet, NTS
• Notes and Detail Sheet: Up to 1 sheet, NTS
Task 1.2 Review of the City’s Pavement Delineation and Sign PS&E Fehr & Peers will review the City’s pavement delineation and sign PS&E for the East Main Street/State Route 99 Northbound Ramps intersection. We will complete one review at the 35% submittal level and one review at the 95% submittal level. We will provide written comments and redline markups.

Task 2 Bid Support
Fehr & Peers will assist the City during bidding by answering questions and providing interpretation of the traffic signal construction documents.
As the level of effort involved to provide support services is uncertain, the fee provided is an estimate.
Should the level of effort for these services exceed the anticipated budget, Fehr & Peers will seek authorization for additional funds beyond this amount.
Task 3 Construction Support
During the construction of the project, Fehr & Peers will be available to address the following items in relation to the work shown on our plans: interpret and clarify the design intent of the PS&E, review proposed construction changes to provide recommendations, prepare plan revisions necessitated by contract change orders, review contractor submittals for conformance with the design documents, respond to RFIs, and prepare As-Built drawings based on contractor mark-ups.
As the level of effort involved to provide construction support services is uncertain, the fee provided is an estimate. Should the level of effort for these services exceed the anticipated budget, Fehr & Peers will seek authorization for additional funds beyond this amount.
Design Assumptions:
This scope of work assumes that the City of Ripon will coordinate permitting and submittals to Caltrans, and that the City of Ripon will obtain and provide Fehr & Peers with CAD base files or survey information for the project area.
The design does not include any traffic signal interconnect or temporary plans, including but not limited to, temporary traffic signals, temporary lighting, or temporary traffic operations systems. Any other services not specifically listed above will be considered additional work for which a separate scope and fee will be prepared. It is anticipated that no systems, other than those listed above, will be modified or added as part of this project.
