City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 03/14/2023
Subject: Asphalt Repair Contract
RECOMMENDED ACTION:

Approve and authorize the Mayor to sign the contract with Tom Mayo Construction, Inc. to repair asphalt in various locations throughout the City where excavations have occurred to make repairs to City underground utilities and potholes in the not to exceed amount of $40,000 (funding source: Water & Sewer Enterprise Capital Funds and the Street and Road Operating Fund).

BACKGROUND:

Existing utilities located beneath City streets require excavation at times to make necessary repairs. Following the repair by City public works staff, the excavation is backfilled and a temporary cold mix asphalt is placed until such time a permanent repair is made to the asphalt by obtaining a contractor to remove the cold patch and place hot mix asphalt. Staff tracks the areas throughout the City that require the permanent repair and obtains a contractor semi-annually to make these permanent repairs.

DISCUSSION/ANALYSIS:

Currently there are 59 locations that require this type of localized asphalt repair. Staff is proposing the City hire a contractor under a maintenance contract to remove the sections of temporary paving and restore with permanent hot mix asphalt. Although the majority of the areas to be fixed are due to water leaks there are a handful of patches related to sewer and other miscellaneous roadway potholes. The table below is a breakdown of the asphalt patches to be repaired.

Water Leak Repairs 49
Roadway Pot Holes 8
Sewer Repairs 2
Total Patches 59
The attached proposal/contract is for Tom Mayo Construction, Inc. to perform these repairs within 40 calendar days.

FISCAL IMPACT:

The attached maintenance project has a not to exceed cost of $40,000, which will be paid for through a combination of the Water Enterprise Capital Fund, Sewer Enterprise Capital Fund and the Street and Road Operating Fund.
