City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ed Ormonde, Chief of Police
Date: 03/14/2023
Subject: Designation of Surplus Equipment
RECOMMENDED ACTION:

Declare the listed Police Department equipment be designated as surplus and authorize the equipment to be sold utilizing a bidding process in accordance with the Ripon Municipal Code and State law.

BACKGROUND:

The Department continually analyzes the functionality and use of Department equipment. At a point in each piece of equipment’s life cycle a determination must be made if the equipment is still useful, and is cost effective to repair or upgrade.

When it is determined that an item has served its original purpose and no longer provides value to the Department or City, designating the equipment as surplus allows the Department to disburse or dispose of the equipment in the most equitable, efficient, and cost effective manner to ensure maximum value is recovered from the item.

With this surplus designation the Department will upgrade from our current Glock Generation 4 firearm pistol platform to the Glock 47 MOS. The upgrade will allow the Department to migrate to pistol optics. The cost of the upgrade to the Glock 47 MOS is $16,066.60 and will be offset by the disposition of the surplus property, which received an equitable bid of $7,873.
