City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 03/14/2023
Subject: Pyrethroid Management Plan Appendix B Update
RECOMMENDED ACTION:

Approve the amended Appendix B: Integrated Pest Management Policy and Procedures of the Pyrethroid Management Plan and authorize staff to submit it to the Regional Water Quality Control Board.

BACKGROUND:

Pyrethroids are a common component of pesticides/insecticides, flea shampoos, insect repellants, lice treatments, etc. According to the State of California pyrethroids have been found to be highly toxic to some marine life in river systems and highly difficult to remove from the water.

The Central Valley Regional Water Quality Control Board adopted the Basin Plan Amendment (BPA) for the Sacramento River and San Joaquin River Basins. The BPA establishes pyrethroid concentration goals and acceptable Total Maximum Daily Loads (TMDLs) for pyrethroids.

Additionally, it requires that cities develop Pyrethroid Management Plans, which include Education and Outreach Activities, Pesticide Pollution Prevention Activities, and Support of Pollution Prevention through the Pesticide Regulatory Process as an active effort to reduce discharge of pyrethroids into our rivers.

At the February 11, 2020 City Council meeting, Council approved the preparation of a State mandated Pyrethroid Management Plan template by Larry Walker Associates as a collaborative effort with other Central Valley municipalities with a not to exceed cost of $1,250.00. At the August 10, 2021 City Council meeting, Council approved the State mandated Pyrethroid Management Plan and the plan was submitted to the Regional Water Quality Control Board.

DISCUSSION:

The Regional Water Quality Control Board has recently notified City staff that a minor change to Appendix B: Integrated Pest Management Policy and Procedures of the Pyrethroid Management Plan needs to be made in order to meet compliance requirements. The paragraph below indicates the necessary change:

Scope of IPM Policy
This policy governs not only Department of Public Works City of Ripon employees, but also landscape contractors hired by the Department City of Ripon and persons acting under the authority or on behalf of the Department City of Ripon in the care and maintenance of City facilities, parks, landscaped areas, and other essential public lands.

Attached to this report is the final version of Appendix B which incorporates the above change, this will be submitted to the Regional Water Quality Control Board once approved by the City Council.

FISCAL IMPACT:

There are no additional fiscal impact for this change.
