City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 04/11/2023
Subject: Zero-Emission Bus Rollout Plan
RECOMMENDED ACTION:

Adopt the resolution accepting the City of Ripon Zero-Emission Bus Rollout Plan as required by the California Air Resources Board.

BACKGROUND:

In 2018, the California Air Resources Board (CARB) adopted the Innovative Clean Transit (ICT) Regulation, which requires public transit agencies to gradually transition their bus fleets to zeroemission technologies. Starting 2029, 100 percent of all transit agencies’ new bus purchases must be zero-emission, with a goal of complete transition to zero-emission by 2040. The regulation also requires each transit agency to submit a complete Zero-Emission Bus Rollout Plan showing how it plans to achieve a full transition to zero-emission buses within the time frame allotted.

DISCUSSION:

The City currently has two buses that are fueled with compressed natural gas which will need to be replaced by 2040. Based on the current transit operation staff anticipates the replacements will be needed in 2037 and 2039. The attached Zero-Emission Bus Rollout Plan has been developed to meet the requirements outlined by the California Air Resources Board and must be submitted by July 1, 2023. The plan is a living document and the estimated timelines may be adjusted as needed depending on the needs of the City transit system.

FISCAL IMPACT:

Although there is no immediate fiscal impact with the adoption of the plan, future expenses will include the price difference between electric and compressed natural gas bus purchases and electrical charging stations. There are several potential funding sources staff will explore as the existing City buses get closer to the end of their lifecycle, if any opportunities arise sooner they will be presented to the City Council for consideration.
