City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 05/09/2023
Subject: Library Property Townhouse Project
RECOMMENDED ACTION:
Staff to present the conceptual townhouse project proposed at 122 N. Elm Avenue. If the City Council is interested in moving forward with the project, staff will prepare an overall project budget and identify funding sources.
BACKGROUND:
In December of 2022, the City Council approved a contract for services with Keesey Design to provide site development concepts for a potential townhouse project located at 122 N. Elm Avenue (City of Ripon owned property just north of the library parking lot). The property currently contains a small warehouse (used to store public works supplies) and parking spaces.
The Keesey Design scope of work included preparing a site layout to show the feasible number of affordable housing units that could be located on this parcel, along with unit floor plan design drawings and elevations.
DISCUSSION/ANALYSIS:
Keesey Design has finished the conceptual design for the project. Three (3) 2-story townhouses can fit on the property. The townhouses are 3 bedroom, 2-1/2 bath approx. 1,625 square feet.
Each unit has a designated single car garage and the site includes an additional 4 car covered parking area for residents. Each unit will have a covered balcony off the master suite on the front and include a covered patio/storage area in the rear yard. The units will sit approx. 10 feet off of N. Elm Avenue, 10 feet from the neighboring apartments to the north and 10 feet from the alleyway along the front of the units.
If City Council is interested moving forward with this project, the next steps would include putting together an overall project budget and identify funding sources. Items that would be included in the design and construction of the project are summarized below:
1. Undergrounding of overhead utilities along the alley.
2. Redevelopment of the alley utilizing paver construction.
3. Installation of new curb, gutter and sidewalk for the site
4. Parceling the property to allow for the creation of the condominium project
5. Construction of the three (3) townhouse units, with associated covered parking FISCAL IMPACT:
At this point the fiscal impact has been $13,200 from the City’s affordable housing fund to develop the conceptual plan. Moving forward, staff will prepare a budget for the overall project along with the funding sources.
