City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 05/09/2023
Subject: CDBG Coop Agreement
RECOMMENDED ACTION: Approve the Resolution authorizing the City of Ripon to remain a part of the Urban County Cooperation Agreement for the purpose of administering the Community Development Block Grant program and direct staff to file the appropriate paperwork to facilitate such action.
BACKGROUND: Every three years the City of Ripon must adopt a resolution authorizing the City of Ripon to remain a part of the Urban County Cooperation Agreement for the purpose of administering the Community Development Block Grant (CDBG) program. The City of Ripon could opt to go out on our own and might potentially be able to receive more CDBG funding, however we would have to administer the entire program for the City of Ripon in house and deal with HUD directly. Typically this does not make a lot of sense unless you have larger populated cities, such as Stockton, and have a lot of low income designated block groups identified by the U.S. Census. Ripon does not fit well into this criteria, therefore it is staff’s recommendation to remain part of the Urban County’s Coop agreement. Attached is the original Urban County Community Development Block Grant and HOME Investment Partnership Act Cooperation Agreement.
