City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: James Pease, Public Works Director
Date: 05/09/2023
Subject: CNG Station Improvements
RECOMMENDED ACTION:

Approve and authorize the purchase and commission of new control panels for the two CNG compressors at the CNG Fueling Station from ANGI Energy in the amount of $42,305.82 (funding source: Senate Bill 1 – State of Good Repair Program).

BACKGROUND:

In 2006 the City completed construction of the Compressed Natural Gas (CNG) Fueling Station on Doak Boulevard through a combination of local and federal grant funds. The CNG facility serves many Ripon fleet vehicles in the Public Works Department including the garbage trucks.

CNG fuel is also available to the public and is purchased regularly by Ripon residents and outside businesses. The facility is also equipped with diesel and regular gasoline pumps that serve City, Police and Fire vehicles exclusively. The CNG fuel is priced competitively and covers the natural gas cost from PG&E, general facility operating expenses and future capital improvements/replacements. Earlier this year the original CNG dual fueling dispenser unit was replaced.

DISCUSSION/ANALYSIS:

The facility has two large CNG compressors which fill a series of high pressure holding vessels that are tied into the dispenser units. The compressor control systems are outdated and in need of replacement. Staff has received a proposal to purchase, install and commission the upgraded compressor controllers directly from the manufacturer ANGI. The proposal also includes performing a comprehensive maintenance service to replace seals, gaskets, valves, other critical elements in order to help prevent future problems. ANGI has estimated the delivery and installation to be approximately 8 weeks out.

FISCAL IMPACT:

The attached proposal from ANGI Energy to purchase, install, and commission two CNG compressor controller units and perform a full maintenance services on both compressors at a cost of $42,305.82 to be paid for through Senate Bill 1 – State of Good Repair Funds.

Senate Bill 1 - State of Good Repair Program Funds were included as part of the Road Repair and Accountability Act of 2017 and can be used for transit maintenance, rehabilitation and capital projects. The program funds are administered through the San Joaquin Council of Governments and are distributed based on population share. Ripon has received approximately $20,000 annually since FY 2017/18 and the current balance is $122,000.
