Subject: Padilla & Associates, Inc. - DBE
RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the agreement with Padilla & Associates, Inc. for Disadvantage Business Enterprise (DBE) Annual Reporting requirements which is required for Federally Funded Projects in the not to exceed cost of $4,050 (funding source: Street and Road Operating Fund).
BACKGROUND:
The City of Ripon is obligated to comply with the code of federal regulations and Caltrans procedures regarding Disadvantage Business Enterprises due to receiving federal funds. As part of these regulations, the City must provide Caltrans with a completed “Local Agency DBE Annual Submittal Form” (Exhibit 9-B) by June 30 of each year following the Federal Fiscal Year. Also, the City is required to develop contract specific DBE goals for each individual construction contract which receives federal funding. The purpose of the DBE program is to ensure that federally assisted contracts for highway, transit and aviation projects are made available for small businesses owned and controlled by socially and economically disadvantaged individuals.
DISCUSSION/ANALYSIS:
Staff requested a proposal from Padilla & Associates, Inc. to perform the DBE required services for FY 2023-2024 and FY 2024-2025. Padilla & Associates, Inc. has successfully assisted with DBE requirements previously for the City. A proposal to complete the various tasks for the City DBE program has been provided and is attached as Exhibit A.
FISCAL IMPACT:
The cost for consulting services to perform the DBE required services for FY 2023-2024 and FY 2024-2025 will be paid for through the Street and Road Operating Fund. The attached services agreement with Padilla & Associates, Inc. is for a not to exceed amount of $4,050.
