Subject: Professional Services Agreement - De Novo Planning Group RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the agreement with De Novo Planning Group, to prepare the City of Ripon’s 6th cycle Housing Element in the not to exceed amount of $124,120 (funding source: City of Ripon’s General Department Capital Fund, City of Ripon's affordable housing fund and REAP grant funds).
BACKGROUND:
In April, the City Council approved the release of a RFP (Request for Proposals) for planning consulting services for the preparation of the City of Ripon 6th cycle Housing element. The RFP was released on April 12, 2023 with all proposals due back to the City by May 31st.
DISCUSSION/ANALYSIS:
The City received three (3) proposals during the RFP period which addressed the scope of work outlined in the RFP. Each proposal was reviewed and ranked according to the technical approach outlined in their proposals, along with experience related to the scope of work within our region, before cost proposals were reviewed. Based on these rankings, staff’s recommendation for a planning consultant for the City of Ripon’s 6 th cycle Housing Element
would be De Novo Planning Group, based out of El Dorado Hills.
Their proposal for services for the City of Ripon’s Housing Element preparation came in at, $124,120 which is approx. 10% higher than the lowest proposal and approximately 7% less than the highest proposal.
FISCAL IMPACT:
The entire cost of services with De Novo Planning Group will be reimbursed by the City’s General Department Capital Fund, City of Ripon's affordable housing fund and REAP grant funds.
