City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Christiana Giedd, Associate Civil Engineer
Date: 06/13/2023
Subject: BaseCamp Environmental, Inc.

RECOMMENDATION
Approve and authorize the Mayor to sign the Professional Services Agreement with BaseCamp Environmental, Inc. to provide environmental services required for the South County Water Supply Project Pipeline and Pump Station Project in the not to exceed amount of $57,673.75 (funding source: Water Enterprise Capital Fund).

BACKGROUND
The City water supply is currently served entirely from groundwater. The City has been pursuing the opportunity to connect to the SSJID South County Water Supply Program to supplement the groundwater supply with treated surface water. This would extend the life of existing groundwater supply wells and provide “in-lieu” groundwater recharge.

To connect the City’s water distribution system to the South County Water Supply transmission main will require a 24-inch pipeline along Jack Tone Road from River Road to Lone Tree Toad (4.5 miles) and a pump station to control pressures.

DISCUSSION/ANALYSIS
The proposed project is subject to CEQA, and the City of Ripon is the CEQA Lead Agency. The environmental document will also need to fulfill NEPA requirements of the funding agency, which is the State Water Resources Control Board, Division of Drinking Water, which administers federal funding.

Staff requested a proposal from BaseCamp Environmental, Inc. to complete the environmental studies required to construct the infrastructure to connect Ripon’s distribution system to the South County Water Supply Project. BaseCamp Environmental, Inc. staff specializes in performing environmental studies, and recently completed the environmental studies for the River Road Intersection Project.

FISCAL IMPACT
The attached Professional Services Agreement with BaseCamp Environmental, Inc. Services includes a detailed time and material proposal outlining the tasks as Exhibit A. The cost to complete the work within the proposal is for a not-to exceed amount of $57,673.75, which will be funded by the Water Enterprise Capital Fund.
