City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Lisa Roos, City Clerk & Finance Director
Date: 07/11/2023
Subject: Fees for Extra Garbage Services
RECOMMENDED ACTION:

Adopt a resolution setting the fees for additional garbage services.

BACKGROUND:

Chapter 8.12 of the Ripon Municipal Code dictates Ripon’s Garbage Collection and Disposal.

Section 8.12.250 states:
“for the purpose of carrying out the collection of solid waste in the City, the City Council, may, by resolution, change the rates for services contained in this Chapter, or establish any other rules and regulations necessary to carry out the intent and purposes of this Chapter.”
These services are defined in the table below.

Type of Service Definition
Go Back When a customer fails to comply with black/green can(s) regulations and we must go back to dump. Examples include the can is not out by 6:00am on the pickup day, a can is overfilled, or the can is not at least 5 feet from any obstruction.

Extra Dump When a customer requests an extra dump of a black or green can.

Extra Can on Extra Dumps When a customer has multiple cans as part of their regular service, and has requested an extra dump in addition to their first can.

Go Back for Green can on Black
Can Day
If a customer requests a go back for their green can and puts it out with their black can for pickup.

Tubbie Dump A request for a temporary 300 gallon can for a maximum of one week.

Interruption of Garbage Service
-- interruption should not be more
than 6 months.

According to Section 8.12.225, a customer can apply for a temporary interruption of service of at least 3 months.

Garden Refuse Collection/ Brush
Pick Up
When a customer requests the collection of garden refuse between January 8th and October 14th that fall outside the City’s free Brush Pick Up Program.

Overloaded Garbage Can If a can is overloaded there may be a surcharge fee.

DISCUSSION:

The City’s garbage fund is an enterprise fund, which is operated in a “business-type” manner where customers are charged for the provided services through the monthly rates and the fees for the requested services described in the table above. Staff has reviewed the fees for these requested services to ensure sufficient fees are being collected.

Below is table summarizing the current fees for each of the requested services available to garbage customers:

Type of Service Current Fee
Go Back $18.90
Extra Dump (of 1 can) $18.90
Extra Can on Extra Dumps $5.00 per additional can
Go Back of Green can on Black Can Day $2.00
Tubbie Dump $42.85 per dump
Interruption of Garbage Service
** interruption should not be more than 6 months.
$82.00 nonrefundable
application fee
Overloaded Garbage Can Surcharge of one-half of the
normal monthly rate
Garden Refuse Collection/Brush Pick Up
3 ½ CY = $40.00
7 CY = $45.00
10 ½ CY = $50.00
14 CY = $55.00
Staff reviewed the rates in the table above and found that the fees are covering the costs to provide the additional services, with the exception of the Garden Refuse Collection/Brush Pick Up that is available on request to customers between the months of January 8th and October 14th (outside the Free Brush Pick up Program).

As a result of the increase in green waste tipping fees, the fees for the collection of garden refuse referenced do not cover the costs to provide the service. Staff is recommending that those rates be increased as follows:
3 ½ CY± $ 60.00
7 CY± $100.00
10 ½ CY± $125.00
14 CY± $160.00
All rates approved in this resolution should be increased annually in January as by the San Francisco Bay Area Cost of Living Index published and in effect on July 1st of each year.

Staff will continue to review rates on a regular basis to ensure they are covering the costs for the additional services.
