MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 07/11/2023
Subject: Commissions Ordinance Amendment
RECOMMENDED ACTION:

This ordinance amends Chapter 2.15 Commissions of the Ripon Municipal Code providing necessary updates and clarification to the commission application and appointment process.

BACKGROUND:

At the June City Council meeting, staff presented a proposed amendment to the City Commissions ordinance (Chapter 2.15 of the RMC).

DISCUSSION/ANALYSIS:

At that meeting, staff received feedback from the City Council addressing the following:
 How vacancies would be filled;
 Advertising for open positions; and
 The application and interview process.

Most of the comments and concerns centered around creating a very clear, transparent, and understandable process for how all Commission vacancies would be filled. Staff has re-revised the proposed amendment from the June meeting, which is attached for your reference.

The proposed amendment to Chapter 2.15 “Commissions” will amend this section of the Municipal Code to provide necessary updates and clarification to the commission application and appointment process. Following is the proposed Ordinance recommended for first reading and introduction and attached are redline changes showing the proposed text changes from the proposed ordinance presented at the June 13, 2023 City Council meeting and labeled “Chapter

2.15 "Commissions" - Redline”.
