Subject: Second Amendment to Provost and Pritchard Agreement RECOMMENDED ACTION:
Approve and authorize the Mayor to sign Amendment No. 2 to the General Services Agreement with Provost & Pritchard Consulting Group for consulting services to prepare the Annual Water Loss Audit and Validations for fiscal years 2015/16 through 2022/2023 in the not to exceed amount of $12,400 (funding source: City Water Operating Fund).
BACKGROUND:
The Department of Water Resources (DWR) requires an Annual Water Loss Audit be prepared by the City and validated by a Certified Water Audit Validator, in accordance with Senate Bill 555. The audit and validation are due annually every October and the validation must be independent of the Annual Water Loss Audit. The water loss audit is an estimation of the amount of water lost by the City throughout the year, essentially the difference between how much water is being pumped into our system which is recorded at the wells and the total water exiting our system which is recorded at the meters. The City is obligated to perform audits and validations for fiscal years 2015/16 through 2022/23.
DISCUSSION/ANALYSIS:
Staff reached out to Provost & Pritchard Consulting Group to provide a second amendment to the original general services agreement in order to perform the audits and validations for fiscal years 2015/16 through 2022/23. As outlined in the attached amendment and exhibit, Provost and Pritchard will prepare the water loss audits and separately validate after analyzing the data. Once complete, the certified validation report will be submitted to DWR for their records.
This work will bring the City’s annual State mandated water loss audits and validations current.
The original contract and first amendment with Provost & Pritchard Consulting Group was for a total of $32,300 and covered the audits and validations for fiscal years 2015/16 through 2020/21.
The cost increase for the second amendment to include the fiscal years 2021/22 and 2022/23 is $12,400 and will bring the total contract to $44,700.
FISCAL IMPACT:
The Second Amendment to the General Services Agreement has a not-to-exceed amount of $12,400 and will be funded through the City Water Operating Fund.
