Subject: Level One Water Loss Audit Validation Contract Amendment # 2 In January 2019, a contract for a Level One Water Loss Audit Validation was executed between Provost and Pritchard (P&P) and the City of Ripon (City). The contract was for the 2015-2016 and 2016-2017 fiscal years. The original scope of work was for a period of two (2) years per the contract between P&P and the City. On December 14, 2021, the City and P&P amended the original agreement (Amendment #1) to include the following services:
• Water loss audits for fiscal years 2015-2016 through 2020-2021 • Level one water loss audit validations for 2017-2018 through 2020-2021 On April 19, 2023, the City has also requested that P&P provide a scope and fee for preparing the Water Loss Audit and the subsequent level one validations for fiscal years 2021-2022 and 2022-2023. The P&P staff preparing the Water Loss Audits would be completely independent of the staff used to prepare the Water Loss Audit Validations. It is anticipated that the City of Ripon will issue an extension of the original contract to accommodate the additional work.

A contract amendment is hereby submitted for Provost & Pritchard Consulting Group to incorporate the following changes:

Job Name, Job No. 2671-19-002, Phase WAV – Amendment

Phase Name Current Budget (Original

Contract Amendment #2
Additional Budget
Revised Budget
Phase WAV: $14,500 $6,400 $20,900
Phase AUD: $17,800 $6,000 $23,800
Total: $32,300 $12,400 $44,700
Schedule
Once we receive a signed contract amendment, are authorized to proceed, and have received requested data, we can prepare the draft Water Audits (2015-2016 through 2022-2023) within six (6) weeks for initial submittal. Agency review time is beyond our control. Upon receipt of comments from the City on the draft audits, updated final audits can be prepared within 2 weeks.

Level One Water Loss Audit Validations cannot be initiated until the final audits have been completed. Once the final audits have been completed and received by P&P along with all supporting audit data the level one validations can be completed within eight (10) weeks. Each Level One Validation requires a meeting between the validator and the City. Delays due to scheduling meetings are beyond P&P’s control. Efforts will be made to group calendar year validation meetings together as much as possible to alleviate potential delays due to scheduling.

Assumptions
All assumptions stated in the original proposal and Contract Amendment No. 1 apply to this Contract Amendment, unless otherwise stated.
