DISCUSSION:

The Stockton Avenue Rehabilitation Project required design changes due to various unforeseen field conditions and design changes made during construction, as summarized below:

Project changes related to unforeseen field conditions: When placing and compacting the road base on Stockton Avenue, two (2) areas of the road were inundated with water due to seepage from irrigation runoff from adjacent private properties. This runoff resulted in the base being unsuitable and required excavation of the existing impacted road base, and replacement and compaction of new road base. The additional cost related to these changes is $5,409.12.

During construction, a water line that was reported as abandoned was still pressurized with water. The contractor dug through the line anticipating it to be empty. To prevent water from having significant impacts on the construction area, the contractor excavated a basin to contain the water and reduce impacts to the road construction activities. The additional cost related to these changes is $8,359.96.

A section of curb and gutter at a driveway corner was found to be settling and creating a slanted edge that was unsuitable for paver installation. After discovery of this, contractor was directed to repair the section to create a flat edge for the future paver installation. Contractor removed and replaced the settling portion of curb, gutter, and driveway at this corner. The additional cost related to these changes is $4,077.76
During the excavation for the new road section, two (2) elevation conflicts were found from existing PG&E lines and three (3) elevation conflicts from existing sanitary sewer and storm drain manholes required changes from the original design. The additional cost related to these changes is $21,045.07
Project changes related to design changes: During the construction of the proposed sidewalk, a handicap ramp that was included in the contract was determined to not comply with ADA requirements after the contractor had graded and compacted the subgrade for the handicap ramp.

The contractor was directed to regrade and compact the subgrade as necessary to meet ADA requirements. The additional cost related to these changes is $1,381.27.

Also, the contract included a valley gutter to be located at the property at 737 South Stockton Avenue. Staff requested a change order from the contractor to modify the valley gutter placement after the forms were placed to reduce the likelihood of rainfall runoff pooling at the building. The additional cost related to these changes is $6,913.19.

Finally, various contract changes resulted in minor adjustments to the bid line items based on the actual work that was performed. This resulted in a savings of $45,759.
