MEMO
To: Honorable City Council
From: Daniel Sauer, Chief of Police
Date: 10/10/2023
Subject: Grant Application - San Joaquin Valley Air Pollution Control - PD RECOMMENDED ACTION:

Approve the resolution authorizing the Ripon Police Department to submit a grant application to the San Joaquin Valley Air Pollution Control District public benefit grant program for the purchase of one police department alternative fuel vehicle.

BACKGROUND:

The fiscal year 2023-24 City operating and capital budget included the purchase of a new school resource officer vehicle in the amount of $50,000.

The San Joaquin Valley Air Pollution Control District offers a grant to fund the purchase of new electric, plug-in hybrid, or alternative fuel vehicles for public agencies to promote clean air alternative-fuel technologies and the use of low-or zero-emission vehicles in public fleets.

DISCUSSION/ANALYSIS:

The Ripon Police Department wishes to apply for the San Joaquin Valley Air Pollution Control District Alternative Fuel Vehicle Purchase Program. All projects will be considered on a firstcome, first-serve basis. The grant is to provide public agencies, as defined by Government Code section 6252, with new electric, plug-in hybrid, or alternative fuel vehicles.

The Police Department is proposing that these funds be used to purchase one 2023 Ford Mustang Mach-E Battery Electric Vehicle. The vehicle would ultimately replace the gas powered vehicle currently used by the School Resource Officer.

The total cost of the vehicle is estimated to be $70,000, which includes the radios and computer upgrades required for police vehicles. The City is requesting grant funds of $20,000. The remaining cost of the vehicle ($50,000) would be funded by the City’s “General Capital – Department Fund”, which was included in the fiscal year 2023-24 budget.

The Police Department does have the infrastructure to support an electric vehicle, which is a Level 2 240 volt power outlet.

FISCAL IMPACT:

The total cost of the vehicle is estimated to be $70,000 (including the outfit of police equipment), which would be offset by $20,000 of grants if the Ripon Police Department received the maximum funding. The City responsibility would not exceed $50,000, which would be funded from the General Department Capital Fund. The use of $50,000 towards the purchase of a School Resource Officer Vehicle was already approved in the 2023-24 budget.
