City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Christiana Giedd, Associate Civil Engineer
Date: 10/10/2023
Subject: Terracon Consultants, Inc. Services Agreement
RECOMMENDED ACTION:

Approve and authorize the Mayor to sign Amendment No. 4 to the General Services Agreement with Terracon Consultants, Inc. to provide construction materials testing and specialty inspection services for the Fleet Maintenance Facility Project, in the not to exceed amount of $50,000 (funding source: Corp Yard AB1600 Fund, Enterprise Capital Funds, and General Capital Fund).

BACKGROUND:

Terracon Consultants, Inc. has successfully been providing construction materials testing specialty inspection services that the engineering department staff is not trained or certified to perform for various capital projects for the City of Ripon since July of 2019.

At the July 9, 2019 City Council meeting, Council approved the General Services Agreement with Terracon Consultants, Inc. in the not to exceed amount of $20,000 to provide construction materials testing and specialty inspection services for capital projects.

At the October 12, 2021 City Council meeting, Council approved Amendment No. 1 to the General Services Agreement with Terracon Consultants, Inc. in the not to exceed amount of $20,000 to provide construction materials testing and specialty inspection services for capital projects.

At the May 10, 2022 City Council meeting, Council approved Amendment No. 2 to the General Services Agreement with Terracon Consultants, Inc. in the not to exceed amount of $20,000 to provide construction materials testing and specialty inspection services for capital projects, including the Stockton Avenue Rehabilitation Project and the Well 19 Pump Station Project.

At the July 11, 2023 City Council meeting, Council approved Amendment No. 3 to the General Services Agreement with Terracon Consultants, Inc. in the not to exceed amount of $20,000 to provide construction materials testing and specialty inspection services for capital projects, including the Fleet Maintenance Facility Project and the Well 19 Pump Station Project.

DISCUSSION/ANALYSIS:

The construction of the City’s Fleet Maintenance Facility has required a significant number of material and specialty inspections. Since the start of construction, Terracon has billed the City of Ripon $35,641 for these services.

At this point, the budged amount in previous amendments has been billed. Therefore, staff has requested a proposal from Terracon Consultants, Inc. to perform the remaining construction materials testing and specialty inspection services for the Fleet Maintenance Facility Project, as summarized below:
- Reinforcing steel placement
- Concrete compression tests
- Structural steel welding, bolting, and fastener
- Epoxied anchors and bolts
- Field density/compaction
- Masonry placement and grouting
The original Fleet Maintenance Facility project budget for special inspections was $85,513. The remaining project budget for special inspections is $49,872. The attached proposal is an amendment to the original General Services Agreement with Terracon Consultants, Inc. to increase the budget by an additional $50,000. This amendment is expected to be sufficient to cover the remaining inspections required.

FINANCIAL IMPACT:

The Fourth Amendment to the General Services Agreement has a not-to-exceed amount of $50,000, which will be paid through the various Fleet Maintenance Facility funding sources - Corp Yard AB1600 Fund, Enterprise Capital Funds, and General Capital Fund.
