BACKGROUND:
The Fleet Maintenance Facility Project was awarded to Diede Construction, Inc. at the December 13, 2022 City Council meeting for an amount of $11,156,000. The Fleet Maintenance Facility Project will involve the construction of a 12,500 square foot maintenance building and parking lot.

At the July 26, 2023 City Council meeting, Council approved Change Order No. 3 in the not to exceed amount of $132,150 for electrical revisions and revisions to accommodate SSJID, MID, and Fire Department requirements.
At the August 8, 2023 City Council meeting, Council approved Change Order No. 4 in the not to exceed amount of $4,889 for countertop leg panels, additional concrete for sidewalk, and filling an underground concrete pipe.
At the September 12, 2023 City Council meeting, Council approved Change Order No. 5 in the not to exceed amount of $62,905 for various contract changes related to unforeseen field conditions, electrical design changes, and new Modesto Irrigation District (MID) requirements.
DISCUSSION:
The Fleet Maintenance Facility Project required design changes due to field conditions, electrical revisions, and requirements from Modesto Irrigation District (MID), as summarized below:
Additional structural column: The structural design requires one more column than was included in the bid package. The additional cost related to this change is $651.
Electrical trap primer: The bid drawings for the building interior had a discrepancy between the plumbing and electrical drawings. The electrical trap primers shown on the plumbing plans need electrical connections. The additional cost related to this change is $3,281.
Modify existing SDMH elevation: An existing storm drain manhole (SDMH) requires an elevation adjustment that was not included in the bid package. The additional cost related to this change is $6,952.
Piping credit: The contractor issued a credit for piping that was not required for the project. The amount of credit issued for this change is $460.
The additional work is to be billed at a cost not to exceed $10,424.
FISCAL IMPACT:
The attached Change Order No. 6 is in the amount of $10,424 and will be allocated to the Corp Yard AB1600 Fund (47.0%), Water, Sewer and Storm Enterprise Capital Funds (15.8%) and General Capital Fund (37.2%). The amended construction contract price is shown in Table 1.
Table 1 – Current Contract Price

On December 13, 2022, City Council approved the total cost of the Fleet Maintenance Facility Project which included $1,115,600 for construction contingency. Change Order No. 1 did not utilize the project contingency because the work was performed at the Wastewater Treatment Plant disposal ponds. The total remaining contingency after subtracting Change Orders No. 2 through 6 is $903,766.
