BACKGROUND:

The Fleet Maintenance Facility Project was awarded to Diede Construction, Inc. at the December 13, 2022 City Council meeting for an amount of $11,156,000. The Fleet Maintenance Facility Project will involve the construction of a 12,500 square foot maintenance building and parking lot.

At the March 14, 2023 City Council meeting, Council approved Change Order No. 1 in the not to exceed amount of $288,622 for raising the elevation of the existing berm at the Wastewater Treatment Plant disposal ponds in order to provide additional storage capacity.

At the June 13, 2023 City Council meeting, Council approved Change Order No. 2 in the not to exceed amount of $1,466 for additional survey staking.

At the July 26, 2023 City Council meeting, Council approved Change Order No. 3 in the not to exceed amount of $132,150 for electrical revisions and revisions to accommodate SSJID, MID, and Fire Department requirements.

At the August 8, 2023 City Council meeting, Council approved Change Order No. 4 in the not to exceed amount of $4,889 for countertop leg panels, additional concrete for sidewalk, and filling an underground concrete pipe.

At the September 12, 2023 City Council meeting, Council approved Change Order No. 5 in the not to exceed amount of $62,905 for various contract changes related to unforeseen field conditions, electrical design changes, and new Modesto Irrigation District (MID) requirements.

At the November 14, 2023 City Council meeting, Council approved Change Order No. 6 in the not to exceed amount of $10,424 for an additional structural column, addition of power to electric trap primers, modifying existing storm drain manhole elevation, and piping credit.

DISCUSSION:

The Fleet Maintenance Facility Project required design changes due to additional grading and paving, restroom wall tile changes, and fixture credit as summarized below:

Revised grading and paving: The original bid package did not provide for vehicle access to a secondary gate near the southwest corner of the site. Staff requested a change order from the contractor to regrade this area and extend the concrete pavement to the gate. The additional cost related to this change is $25,447.

Restroom wall tile changes: The restroom and shower tile material that was selected at bid time was discontinued. The architect has worked closely with the contractor to select a suitable alternative that minimizes cost increases. The additional cost related to this change is $1,201.

Fixture credit: Light fixtures were modified from L4 fixtures to L2 wall mount fixtures.

The modification resulted in a reduced project cost. The amount of credit issued for this change is -$2,256.

Doorframe and hardware changes: Future security measures require electric hinges and hollow metal doors to accommodate future wiring. This modification will allow the City to add a keycard system in the future. The difference between the cost of the original doors/hinges and the proposed doors/hinges is $1,993.

The additional work is to be billed at a cost not to exceed $26,385.

FISCAL IMPACT:

The attached Change Order No. 7 is in the amount of $26,385 and will be allocated to the Corp Yard AB1600 Fund (47.0%), Water, Sewer and Storm Enterprise Capital Funds (15.8%) and General Capital Fund (37.2%). The amended construction contract price is shown in Table 1.

Table 1 – Current Contract Price
Amount
Original Contract Price $ 11,156,000
Change Orders (1-7) $ 526,841
Current Contract Price $ 11,682,841
On December 13, 2022, City Council approved the total cost of the Fleet Maintenance Facility Project which included $1,115,600 for construction contingency. Change Order No. 1 did not utilize the project contingency because the work was performed at the Wastewater Treatment Plant disposal ponds. The total remaining contingency after subtracting Change Orders No. 2 through 7 is $877,381.
