Subject: Proposal for City of Ripon Trash Implementation Plan Stone Creek Environmental Consulting (Stone Creek) is pleased to submit this letter proposal to provide the City of Ripon (City) with services to develop a trash implementation plan (TIP) in accordance with Track 2 requirements of the State Water Resource Control Board’s (State Water Board) 13383 Order.
The project will be managed by Colleen Hunt. Colleen is a Certified Professional in Municipal Stormwater Management and brings direct regulatory compliance experience with municipal stormwater permit requirements. Colleen worked with dozens of regulated Municipal Separate Stormwater Sewer Systems (MS4) permittees during her time with the North Coast Regional Water Board and six years as an environmental consultant. She specializes in the trash requirements facing MS4 permittees and has an in‐depth knowledge of how to serve permittees for streamlined compliance.
Trash Provisions: Background
In April of 2015, the State Water Resources Control Board adopted the Trash Provisions of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries of California (Trash Provisions). The Trash Provisions are applicable to all municipal stormwater National Pollutant Discharge Elimination System permittees, including the City of Ripon.
The Trash Provisions include a Prohibition of Discharge which states: The discharge of trash to surface waters of the State or the deposition of trash where it may be discharged into surface waters of the State is prohibited. Compliance with this discharge prohibition is achieved with successful implementation of trash control requirements of the Trash Provisions. These requirements are categorized as “Track 1” or “Track 2” compliance methods. The City has elected to comply with the Trash Provisions with the selection of Track 2, pending Regional Water Board approval for switching tracks.
Track 2 requires the City to install, operate, and maintain any combination of Full Capture Systems (FCS), multi‐benefit projects, other treatment controls, and/or institutional controls within the City’s jurisdiction to ultimately reduce 100% of the discharge of trash from priority Exhibit A

land uses to receiving waters. The City is required to describe their approach to implementing Track 2 and meeting the requirements of the Trash Provisions in the TIP. This Scope of Work includes the tasks necessary to plan, prepare, and develop the TIP to submit to the Central Valley Regional Water Board.
Scope of Work
The general approach used by Stone Creek to develop a TIP includes:
Conducting two On‐land Visual Trash Assessments (OVTA) in Priority Land Uses (PLUs) to determine areas of low, medium, high and very high trash generation levels;
Establishing a Baseline Trash Generation Rate;
Evaluating assessment findings to inform the approach for proposing full capture systems and institutional control measures;
Evaluating the City’s current institutional controls and practices; Evaluating, selecting and proposing additional trash control measures needed to reduce trash generation rates to a “low” category;
Assessing potential areas for full capture installation in areas where the most significant reduction in trash is needed and propose locations for full capture systems installation were applicable; and
Developing a methodology for how full capture system equivalency (FCSE) will be demonstrated, including developing a trash generation rate to use for future compliance determination.
On‐land Visual Trash Assessment
The general approach to conducting OVTA is based on the State Water Board supported Trash Assessment Minimum Level of Effort (TAMLE) for Establishing Baseline Trash Generation Levels.
The approach usually includes conducting a total of two assessments of the street miles within PLUs to establish baseline trash generation rates. The assessment will be conducted directly before street sweeping and will not take place within 48 hours of a rain event.
The TAMLE recommends that each permittee conduct two assessments: one in the wet season (October–March) and one in the dry season (April–September). Stone Creek will conduct one set of assessments during each season to adequately assess trash conditions. The assessments will be conducted by walking the proposed assessment area on the sidewalk, observing the levels of trash present on the street, sidewalk and adjacent land areas that could be transported to the MS4. In areas where no sidewalk is present, the assessments may be conducted from a car, if safe to do so. The assessments will take place right before street sweeping events, to the extent feasible.

Assuming a contract is executed in October 2023, OVTAs will take place in December 2023 and April 2024.
A trash generation level will be assigned to each assessment site using the following scale:
Low Trash: 0‐5 gallons/acre/year. Effectively no trash can be observed on a city block or the equivalent. There may be some small pieces in the area, but they are not obvious at first glance and one individual could quickly pick them up. A low trash generation level is the goal of a storm water trash control program and is considered equivalent to the performance of a full trash capture system. Moderate: 5‐10 gallons/acre/year. Predominantly free of trash except for a few pieces that are easily observed along a city block, or the equivalent. The trash could be collected by one or two individuals in a short period of time. High: 10‐50 gallons/acre/year. Trash is widely/evenly distributed, and/or small accumulations are visible on the street, sidewalks, or inlets. It would take a more organized effort to remove the litter.
Very High: 50‐150 gallons/acre/year. Trash is continuously seen throughout the area, with large piles and a strong impression of lack of concern for litter in that area. There is often significant litter even along gutters that are swept.
Trash generation levels for each assessment site will be recorded in a field book and pictures will be taken at each site to best represent the trash generation level recorded.
Prepare Baseline Trash Generation Map
Upon completion of the OVTAs, Stone Creek will prepare a preliminary Baseline Trash Generation Map illustrating the findings of the assessments. Maps will be color‐coded based on the trash levels observed: Green=Low, Yellow=Moderate, Red=High, and Purple=Very High.
Upon completion of the map, Stone Creek will meet with the City to discuss the findings and provide recommendations for the next steps.
Develop Track 2 Compliance Approach
The Trash Provisions define FCSE as the trash load that would be reduced if FCSs were installed, operated, and maintained for all storm drains that capture runoff from PLUs. Track 2 compliance is achieved with the implementation of any combination of FCS installation, multi‐ benefit projects, other treatment controls, and institutional controls.
In planning for Track 2 compliance with FCSE, Stone Creek will evaluate the City’s current institutional controls and practices. Institutional controls are non‐structural BMPs that may include street sweeping, sidewalk trash bins, collection of trash, anti‐litter educational and Stone Creek Environmental Consulting

outreach programs, producer take‐back programs for packaging, product bans, and ordinances.
All current trash control BMPs will be included in the TIP as part of the methodology for achieving FCSE.
For areas identified in the OVTA as not meeting low trash generation, additional trash control measures will be needed to reduce the trash generation rate in order to comply with the Trash Provisions. Stone Creek will evaluate enhancements to current trash control BMPs. This may include a recommendation to adapt current practices to be more effective, such as increased street sweeping frequency or additional trash receptacles. Stone Creek will also evaluate and provide recommendations for additional trash control BMPs for the City to consider implementing in PLUs that are not designated as low trash generation. This may include assessing certain areas to be treated with FCS. The evaluation of FCS implementation will only be from a systematic approach of installing some type of FCS in these areas. It will not include a feasibility study of installing FCS in specific areas and it will notselectthe type of FCS to install. This effort isintended to identify the ideal placement of FCS based on trash generation rates and areas where the mostsignificantreduction in trash is needed to comply with the Trash Provisions. The City will need to further plan FCS installation through a feasibility study,system selection, and design. This can be accomplished independent of the TIP and does not need to be included in this Scope of Work.
If designed in accordance with the Trash Provisions, low impact development (LID) and multi‐ benefit projects designed to infiltrate, recharge or store stormwater for beneficial use, develop or enhance habitat and open space through stormwater and non‐stormwater management and/or reduce stormwater and non‐stormwater runoff volume would meet the definition of FCS. Under this task, Stone Creek will evaluate current and planned LID features within the City’s jurisdiction to determine if they are sized in compliance with the Trash Provisions.
Applicable features will be included as FCS in the TIP.
The City should also consider the opportunity to incorporate new LID/multi‐benefit projects as a strategy for complying with the Trash Provisions. LID projects will not only meet the trash load reduction requirements of the Trash Provisions, but will also assist the City in meeting other pollutant load reduction requirements from adopted Total Maximum Daily Loads. Additionally, there are several grant funding programs available that may assist the City with funding LID/multi‐benefit projects.

Deliverables: Trash Implementation Plan, including a Baseline Trash Generation Map and the Jurisdictional Map.
Finalize Jurisdictional Map
The 13383 Order requires the City to develop and submit a jurisdictional map, which includes the following information:
All PLUs areas discharging to the MS4 system(s);
The corresponding MS4 network, including the location of all storm drain inlets and collection areas that receive storm water discharges from the identified PLU areas; Proposed locations of all certified FCS and, for Track 2, where any combination of controls will be implemented to achieve FCSE; and
Proposed equivalent alternative land uses for PLUs, a justification demonstrating that the alternative land uses generate trash at rates that are equivalent to or greater than the PLUs for which they are being substituted.
Stone Creek will finalize the jurisdictional map to be consistent with the 13383 Order requirements and include the map in the TIP.
Develop Trash Implementation Plan
The 13383 Order requires the City to submit a TIP that includes the following information:
The combination of FCS, Multi‐Benefit Projects, other Treatment Controls, and/or Institutional Controls selected by the permittee and the rationale for the selection; How the combination of controls is designed to achieve FCSE; How FCSE will be demonstrated; and
If proposing to substitute equivalent alternative land uses for PLUs, a justification demonstrating that the alternative land uses generate trash at rates that are equivalent to or greater than the PLUs for which they are being substituted.
Stone Creek will compile all information needed to develop the TIP to be consistent with the requirements of the 13383 Order. This will include the findings of the OVTA, proposed combination of institutional controls to select to meet FCSE and an approach to demonstrating compliance with meeting FCSE. The TIP will also include the jurisdictional map.
As part of the plan, Stone Creek will develop an implementation schedule that will lead to the completion of the TIP by December 2030.
