1 PROJECT UNDERSTANDING

SCOPE OF WORK AND SCHEDULE
769 WEST FRONTAGE ROAD

PROPOSED CONVENIENCE STORE, FUELING

STATION AND RETAIL COMMERCIAL DEVELOPMENT

MAJOR SITE PLAN APPROVAL

RIPON, CA

1.0 PROJECT UNDERSTANDING
The project involves proposed commercial development the 1.6-acre site. The project would include a 4,000 sq ft convenience store, a fueling canopy, 12 fueling positions (at six dispensers)and a standalone 6,000 sq ft retail commercial building. The proposed project site, Assessor’s Parcel No. 261-63-014, is designated and zoned for general commercial development by the City of Ripon, consistent with the proposed project.

Major site plan review is required for the proposed uses. No tenants are identified in the project application.

Access to the property to be developed is provided by adjacent Arc Way and West Frontage Road. The site is bordered on the west by existing heavy commercial development, a contractor storage yard. Sewer and waterservice to the project would be provided by the City from existing lines in the adjoining streets. Likewise, storm drainage, after on-site treatment and storage, would be discharged to existing City facilities.

The required Major Site Plan review and approval of the proposed development are considered discretionary approvals which are subject to CEQA. The City of Ripon is the CEQA Lead Agency; it is assumed for the purposes of this proposal that an Initial Study leading to a Mitigated Negative Declaration is the likely CEQA document. The project is not expected to involve significant and unavoidable environmental effects. Provisions for addressing the range of potential environmental concerns in an Initial Study/Mitigated Negative Declaration are described in the following Scope of Work.

Traffic operational concerns would be addressed by BaseCamp subcontractor Jonathan Flecker, formerly of KD Anderson and Associates. Otherwise, BaseCamp Environmental (BaseCamp) would use in-house staff to prepare and assist the City with preparation and processing of the CEQA IS/MND. The proposed scope of work and schedule for CEQA document preparation is discussed in more detail below.

1.0 PROPOSED APPROACH AND SCOPE OF WORK

1.1 INITIAL MEETINGS AND PROJECT COORDINATION
BaseCamp will participate in an initial meeting and then ongoing coordination meetings with the applicant, the City of Ripon and other agencies as required to refine the scope of CEQA analysis under the California Environmental Quality Act (CEQA). This work will include collection and initial review of environmental data, coordination with technical Exhibit "A"
2 subcontractorsthat may be needed, definition of additional requirementsfor preparation of environmental reports, and other documentation required for completion of the City’s CEQA review process.

1.2 PREPARATION OF CEQA INITIAL STUDY/MITIGATED NEGATIVE DECLARATION Initiation: Preparation of the IS/MND will begin with an initial meeting with City staff to share the most recent information and perspectives on the project, the scope of work, issues and concerns and schedule.

During preparation of the IS/MND, BaseCamp will meet or teleconference with City staff as directed by the City to share information, review progress on the project and address questions and concerns.

Project Description: BaseCamp will prepare a written description of the project using the information provided in the project application and exhibits. The project objectives, major elements and timing of development will be described using text and graphics. The Project Description will include the project location, a description of the physical elements of the project, proposed and potential future development of the site, and the area and volume of potential land disturbance. Graphics illustrating the proposed project will be derived from applicant drawings submitted to the City for approval.

Subcontractors: BaseCamp will retain Jonathan Flecker to prepare an traffic operations analysis of the project per the attached proposal. It is assumed that no biological or archaeological resources reports will be necessary. Biological Impacts and mitigation, if needed, will be handled by participation in the San Joaquin County Multi-Species Open Space and Habitat Conservation Plan (SJMSCP). BaseCamp will obtain an archaeological record search and determination of the archaeological sensitivity of the site from the Central California Information Center record search. Provided that the record search indicatesthe site sensitivity islow or medium, no on-site survey will be performed.

The CEQA document for this project is not believed to require any other technical studies or subcontractors. Should it later be determined that additional technical studies or subcontractors are needed, this scope of work and cost estimate will need to be amended.

Environmental Impact Analysis: BaseCamp will collect available environmental data for inclusion in the IS/MND. The information collection process will include detailed review of information available from the project application; aerial photography and online mapping; the existing and proposed update of the Ripon General Plan and General Plan EIR; the City’s latest Municipal Services Review; and CEQA documents prepared for other projects in the project area; one or more site visits; interviews with City public works and engineering staff and with the project engineers; contacts with agencies with applicable environmental data or with service responsibility to the project; and other sources.

BaseCamp will be responsible for reviewing environmental documents prepared for redevelopment plans, general plans, and specific plans to determine if any previously imposed mitigation measures are applicable to the project. 3 Environmental data will be compiled in Environmental Setting sections for each environmental discipline addressed in the following Proposed Outline.

Levels of significance will be based on comparison with the “significance thresholds” contained in the Initial Study checklist questions or other significance thresholds if identified by the City. The significance evaluation will include consideration of existing statutes, regulations and routinely-applied policies that have the potential to result in avoidance or substantial reduction in potential environmental effects. Effects not found to be significant will be identified, noting the reasons for the finding. The analysis will address potential for cumulative and growth-inducing impacts as well as any other subjects required by CEQA.

Mitigation: If potentially significant environmental effects are identified that cannot be reduced to a less than significant level by existing statutes, regulations and routinelyapplied policies, BaseCamp will identify and describe available feasible mitigation measures that could be effective in addressing those effects. The document will identify the potential impact to be mitigated, the proposed mitigation, and the level to which potential environmental effects would be reduced by the proposed mitigation.

Initial Study: The analysis will be compiled in an Initial Study document as outlined above and incorporating the most recent CEQA Environmental Checklist Form. The Checklist will be supplemented with narrative text describing the project, the environmental setting, the impact analysis and results, and mitigation measures. A Summary will briefly list potentially significant impacts, mitigation measures and the significance of impacts before and after mitigation.

BaseCamp staff will carefully review the information and analysis compiled in the Initial Study and determine whether that evidence providessubstantial support for preparation a Mitigated Negative Declaration, or whether additional study is required. If warranted, a Mitigated Negative Declaration will be prepared by BaseCamp for consideration by the City staff decision-makers. If this is not the case, BaseCamp will forward the Initial Study to the City with its recommendations for further action as appropriate. The remainder of this scope of work assumes that a Mitigated Negative Declaration will be the appropriate document for the project. If some other type of document is determined to be required, this proposal may need to be modified.
