City Council

Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 04/09/2024
Subject: Second Amendment to Fehr & Peers Services Agreement RECOMMENDED ACTION:
Approve and authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement with Fehr & Peers to develop pavement delineation and sign bid documents and assist the City in coordinating with Caltrans to obtain an Encroachment Permit in the not to exceed amount of $29,715 (funding source: Transportation PFFP Fund).
BACKGROUND:
In order to install a traffic signal at an intersection, certain minimum warrants are required to be met, as defined by the California Department of Transportation. Staff has analyzed the intersection of East Main Street and Highway 99 and found that this intersection meets the minimum requirements for the installation of a traffic signal.
At the September 10, 2019 City Council meeting, the City Council authorized staff to submit a grant application for the installation of this signal. Ultimately, the City received a $480,000 grant for the intersection improvements that would also include a traffic signal.
At the February 14, 2023 City Council meeting, Council approved the Professional Services Agreement with Fehr & Peers in the not to exceed amount of $35,000 to design the traffic signal for the East Main Traffic Signal Project. The project will install a traffic signal at the intersection of East Main Street and Highway 99 Northbound on/off ramps. Currently traffic is controlled with stop signs.
At the August 8, 2023 City Council meeting, Council approved Amendment No. 1 to the Professional Services Agreement with Fehr & Peers in the not to exceed amount of $31,500 in order to perform additional traffic analysis to determine benefits of a traffic signal at this intersection.
DISCUSSION/ANALYSIS:
At the March 9, 2024 City Council meeting, Fehr & Peers reviewed the traffic analysis for the East Main and Highway 99 intersection. The following is a summary of the presentation:
The intersection is currently controlled by a 4-way stop and operates at an overall Level of Service of B, but during AM peak hour the intersection operates at a Level of Service D. During times when there is a larger volume of cut-through traffic at the intersection, the Level of Service is also negatively impacted.
If the intersection was to remain a 4-way stop, for future conditions with the increased traffic at that intersection, the overall Level of Service will be reduced to D, but during AM peak hour, the Level of Service is F. With a traffic signal installed to mitigate the increased traffic volume, the overall Level of Service is C, including while operating during the AM peak hours.
With the implementation of a traffic signal, changes to the lane configuration will be required as summarized below:
o Dedicated left-turn lanes on all approaches
o Shared through/right lane on southbound and eastbound approaches o Dedicated right-turn lane on northbound to dissipate off-ramp queue o Dedicated right-turn lane on westbound to clear access to neighborhood A traffic signal timing can be programmed to prioritize local traffic movement in order to reduce delays throughout the day.
Staff has requested a change order from Fehr & Peers to provide the following technical assistance in order to prepare the plans necessary to bid the project:
Develop plans for the recommended intersection lane configuration required to implement a traffic signal at this intersection.
Coordinate the Cal Trans encroachment permit to install the traffic signal.
FINANCIAL IMPACT:
The attached Amendment No. 2 to the Professional Services Agreement with Fehr & Peers has a not to exceed amount of $29,715, which will amend the total contract amount to $96,215. This expense will be paid for through the Transportation PFFP fund. The current balance of this fund is $1,878,000.
