City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 04/09/2024
Subject: South of Main Resurfacing Project
RECOMMENDED ACTION:
Award the contract for the South of Main Resurfacing Project to American Pavement Systems in the amount of $1,576,800 and authorize staff to proceed (funding source: the Street & Road Fund and Coronavirus Response and Relief Supplemental Appropriations Act grant).
BACKGROUND:
The City’s Pavement Management Report was last updated in 2020. The purpose of this report is to identify the Pavement Condition Index (PCI) for Ripon streets and roads. The PCI is established through visual inspections, which is then correlated with the Distress Identification Manual published by the Municipal Transportation Commission. The recommended target PCI for the City of Ripon is 70 out of 100, which generally means the pavement requires mostly preventative maintenance and has only low levels of distress such as minor cracks.
On June 14, 2022, City Council adopted a list of projects for Fiscal Year 2022-23 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017 including the South of Main Resurfacing Project. Additionally, Ripon was awarded $100,000 of Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funds for the South of Main Resurfacing Project.
DISCUSSION:
The South of Main Resurfacing project limits include the resurfacing of various streets near Vera Avenue, 7th Street, Main Street, and Jack Tone Road, as shown on the figure below.
In addition to the street repairs and resurfacing planned in this area, the project also includes sidewalk and handicap ramp construction to provide ADA accessibility.
On March 28, 2024, bids for the South of Main Resurfacing Project were opened. 3 bids were received as summarized below:
American Pavement Systems $1,576,800.00
VSS International, Inc. $1,737,000.00
Pavement Coatings Co. $1,804,000.00
City staff has reviewed the bids and found American Pavement Systems to be the lowest responsive bidder. The Contractor has submitted the bid bond and all required documents.
FISCAL IMPACT:
The total cost of $1,576,800 for construction of the South of Main Resurfacing Project will be funded as follows:
Street & Road Fund $ 1,476,800
CRRSAA Funds $ 100,000
Totals $ 1,576,800
