Subject: Proposal for Additional Services for the East Main Traffic Signal Project Dear Mr. Werner:
Thank you for contacting Fehr & Peers to assist you with the traffic engineering design services for signalizing the East Main Street/State Route 99 Northbound Ramps intersection. This scope of work is prepared for additional services on the project to develop pavement delineation and sign plans, specifications, and estimates (PS&E), assist the City in coordinating with Caltrans, and provide bidding and construction support services for the pavement delineation and signing.
Our detailed scope of work is included in Exhibit A. Fehr & Peers will perform this work on a time-andmaterials basis for a cost not-to-exceed $29,715. Invoices will be submitted monthly for services rendered and are due and payable upon receipt. Exhibit B contains our cost estimate for the additional services described in Exhibit A. We expect to prepare PS&E within eight weeks of receiving the base files from the City. We can typically respond to comments and submit revised PS&E within four weeks of receipt.
We look forward to continuing our work with you on this project. If you have any questions or comments, please contact me at (916) 773-1900.
Sincerely,
FEHR & PEERS

SCOPE OF WORK
Task 1.2 Pavement Delineation and Sign PS&E
Fehr & Peers will prepare the design of pavement delineation and sign PS&E for the East Main Street/State Route 99 Northbound Ramps intersection. The design will address pavement delineation and sign changes necessary to convert from a stop-controlled to a signal-controlled intersection and to incorporate civil improvements affecting the intersection geometry. The City will provide AutoCAD base files including survey data, right-of-way, and proposed civil improvements.
Total Sheets:
● We anticipate preparing up to 4 additional sheets as follows:
● Pavement Delineation Plan: Up to 1 sheet, 1”=50’
● Sign Plan: Up to 1 sheet, 1”=50’
● Pavement Delineation and Sign Quantities: Up to 1 sheet, NTS ● Notes and Details: Up to 1 sheet, NTS
Fee
Our existing contract includes a task to review pavement delineation and sign PS&E to be prepared by the City for a budget of $5,425. This amendment replaces that task with the new Task 1.2 above. Task 1.2 can be completed for a fee of $24,225. Therefore, we request to amend the budget for this task by a total of $18,800 ($24,225 minus $5,425).
Task 1.4 Assist with Caltrans Coordination
Fehr & Peers will assist the City in contacting Caltrans District 10 to notify them of the project and identify the submittals that will be required for Caltrans processing. We will inform the City of permit and application requirements and provide supporting documentation for the Caltrans submittals. The City will submit and process the encroachment permit with Caltrans for the East Main Street/State Route 99 Northbound Ramps intersection improvements and will complete a shared electrical agreement between the City and Caltrans for maintenance and energy operational costs associated with the new traffic signal.
Fee
We request to amend the contract to add this task for a total of $5,570.
Task 2.1 Bid Support
Fehr & Peers will assist the City during bidding by answering questions and providing interpretation of the pavement delineation and sign construction documents.
As the level of effort involved to provide support services is uncertain, the fee provided is an estimate.
Should the level of effort for these services exceed the anticipated budget, Fehr & Peers will seek authorization for additional funds beyond this amount.

Fee
We request to amend the contract to add this task for a total of $1,055.
Task 3.1 Construction Support
During the construction of the project, Fehr & Peers will be available to address the following items in relation to the work shown on our pavement delineation and sign plans: interpret and clarify the design intent of the PS&E, review proposed construction changes to provide recommendations, prepare plan revisions necessitated by contract change orders, review contractor submittals for conformance with the design documents, respond to requests for information (RFIs), and prepare As-Built drawings based on contractor markups.
As the level of effort involved to provide support services is uncertain, the fee provided is an estimate.
Should the level of effort for these services exceed the anticipated budget, Fehr & Peers will seek authorization for additional funds beyond this amount.
Fee
We request to amend the contract to add this task for a total of $4,290.
All of the work in this proposal will be performed according to the agreed upon terms and conditions from our original contract for this project.
Design Assumptions:
Any other services not specifically listed above will be considered additional work for which a separate scope and fee will be prepared. It is anticipated that no systems, other than those listed above, will be modified or added as part of this project.
