City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 06/11/2024
Subject: REAP 2.0 Grant
RECOMMENDED ACTION:

It is recommended that the City Council adopt a resolution authorizing the City Administrator, or his designee, to apply to the San Joaquin Council of Governments (SJCOG) for Regional Early Action Planning (REAP 2.0) Grant Program funds in the amount of $300,000 to be used for the construction of infrastructure to support planned affordable housing projects within the downtown district and, if awarded, authorize the City Administrator to execute the agreement with SJCOG.

BACKGROUND:

REAP 2.0 (Regional Early Action Planning) is a flexible program that is meant to accelerate progress towards the State of California’s housing goals and climate commitments through a strengthened partnership between the state, its regions, and local entities. REAP 2.0 funds are meant to accelerate infill housing development, reduce Vehicle Miles Traveled (VMT), increase housing supply at all affordability levels, affirmatively further fair housing (AFFH), and facilitate the implementation of adopted regional and local plans to achieve these goals.

Through a budget revision for the State’s FY 21-22 budget (specifically AB 140), the California Department of Housing and Community Development (HCD) in collaboration with the Governor’s Office of Planning and Research (OPR), the Strategic Growth Council (SGC), and the California Air Resources Board (CARB) established the Regional Early Action Planning (REAP) 2.0 program. REAP 2.0 allocates $600 million from state and federal investment, $500 million from the Coronavirus Fiscal Recovery Fund of 2021, and $100 million from the State General Fund with 85% allocated directly to Metropolitan Planning Organizations (MPOs), like SJCOG.

SJCOG was allocated approximately $10.6 million in REAP 2.0 funds, of which 65% will be allocated to member jurisdictions within the County on a formula basis. Under this method, Ripon will is expected to receive a total of $300,000. .

DISCUSSION/ANALYSIS:

The City of Ripon anticipates using the REAP 2.0 funds to ready a site for an affordable housing project, by upgrading and installing necessary infrastructure to support a planned affordable housing project within the City’s current downtown district. The affordable houses will be offered for sale to income qualified applicants that meet HUD affordability requirements.

FISCAL IMPACT:

The grant funds will be used to reimburse the City for direct and indirect expenses related to the design and rehabilitation of necessary infrastructure to ready a site for a planned affordable housing project.
