City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Ken Zuidervaart, Planning Director
Date: 08/13/2024
Subject: Donation/Collection Bin Application Fee
RECOMMENDED ACTION:

Should the City Council agree with Staff’s recommendation, the following motion would be appropriate: “The City Council adopts the resolution establishing a revised Planning Agency Fee schedule, which adds “For-Profit & Non-Profit Donation/Collection Bins permits” to the schedule.”
BACKGROUND:

In early 2016 the City Council approved an ordinance to regulate the placement of Donation/Collection Bins within the City of Ripon. In that ordinance parameters were set forth regulating permitted zones, collection bin design standards, site placement requirements, bin maintenance requirements and permitting requirements. Under the permit requirements section, a fee was to be set for the processing of applications for both “for-profit” and “non-profit” donation/collection bin operators. It was recently discovered that this fee was never formally adopted by resolution.

DISCUSSION:

Staff performed an analysis of the time and resources associated with the processing of such applications. It was determined that the processing of donation/collection bin permits would require the same resources as that of a minor site plan permit, which already exists on the Planning Department Fee Schedule. Therefore, staff is proposing to set the application fee for donation/collection bin permits consistent with that of a minor site plan permit.

The fee associated with any “for-profit” organization would be $608 for each bin placement, while the fee for registered Ripon “non-profit” organizations would be $608 for each bin placement not located on the premises where they operate, or $304 (half) for each bin placement located on the premises where they operate.

All Collection/Donation Bin permits are valid for 2 calendar years, with a $50 permit renewal fee for each bin, so long as the business operating the Donation/Collection Bin area has complied in good faith with the rules and regulations set forth in the City’s ordinance.

The City of Ripon is authorized by law, including Government Code Section 66014 and R.M.C.

Chapter 16.184 to impose fees for staff time in the processing of such applications submitted to the Planning Department. The Planning Department maintains a Fee Schedule, which provides a list of fees for processing a variety of applications.
