Subject: South of Main Resurfacing Project Change Order #1 RECOMMENDED ACTION:
Approve Change Order No. 1 for various changes to the South of Main Resurfacing Project contract documents along with the reconstruction of Third Street, in the not to exceed amount of $337,976.83 (funding sources: Street & Road Operating Fund and Street & Road Reconstruction Fund).
BACKGROUND:
The South of Main Resurfacing Project was awarded to American Pavement Systems, Inc. at the April 9, 2024 City Council meeting for an amount of $1,576,800.00. The South of Main Resurfacing Project includes the resurfacing of various streets in the area of Vera Avenue, Fourth Street, Seventh Street and Robert Avenue.
DISCUSSION:
The South of Main Resurfacing Project has the following contract changes that are recommended to be paid from the Street & Road Operating Fund:
1a. 26-Foot Drainage Grate System: The contract documents included a concrete driveway ramp to be installed on Wilma Ave. The plans did not reference the drainage grate system needed as part of this installation. The additional cost related to this change is $5,624.30.
1b. Jack Tone Slurry/Stripe: The developer of the gas station and car wash at Jack Tone Rd and Canal Blvd was required to provide a slurry seal on Jack Tone Rd. Rather than complete the work as part of the development project, the developer submitted a $30,000 payment to the City for this work to be included as part of the South of Main Resurfacing Project, which has been deposited into the Street & Road Operating Fund. The additional cost related to the slurry seal and restriping is $30,570.50. 1c. Sidewalk Reconstruction: The contract documents included a line item for $50,000 to be used for various sidewalk work throughout the project area. Six additional ADA ramps were constructed along Vera Avenue and Seventh Street that were not included in the contract documents. The total cost related to this work is $68,417.35. The additional cost related to this bid item is $18,417.35.
1d. Additional Asphalt Removal and Replacement: The contract documents identified areas within the project area where asphalt was to be removed and replaced with a 6-inch section of hot-mix asphalt. Staff identified additional areas (some of which were recent utility repairs by Public Works that occurred after the design was completed) that needed to be replaced and requested a price from the contractor. The additional cost related to these changes is $31,714.68.
1e. Chip Seal Omission Library Parking Lot: The original contract documents included the three-layer system be installed on the library parking lot. The contractor was unable to apply the chip seal layer because of the dimensions of the parking lot. Therefore, the chip seal that was to be put on the library parking lot was omitted. The credit related to this change is $5,000.00.
1f. 4” Grind and Overlay of Linda Ave: The contract documents included the three-layer system to be applied on Linda Ave. Because of the significant bumps that are present on the north half of Linda Ave, the contractor has been requested to provide a cost to grind this area and provide an overlay of asphalt. The additional cost related to this change is $94,050.00.
1g. 3-Layer Omission on Linda Ave: A portion of Linda Ave was determined to need a more extensive treatment than a 3-layer so a portion of the 3-layer was omitted. The credit related to this change is $9,000.00.
The South of Main Resurfacing Project has the following contract change that is recommended to be paid from the Street & Road Reconstruction Fund:
2a. Third Street Reconstruction: The contract documents did not include Third Street as part of the project. This street is not included within the project area, but is a cul-de-sac that connects to Vera Ave, which is a part of the contract. The condition of Third Street is such that requires a complete reconstruction. Staff has requested a price from the contractor to perform a full reconstruction of this road. The additional cost related to this change is $171,600.00.
FISCAL IMPACT:
The attached Change Order No. 1 is in the amount of $337,976.83 and will be funded through the Street & Road Fund Operating Fund ($166,376.83) and the Street & Road Reconstruction Fund ($171,600). The current balance of the Street & Road Operating Fund and Street & Road Reconstruction Fund are $5,348,393 and $1,705,170 as of June 30, 2024, respectively. The amended construction contract price is shown in Table 1.
