MEMO
To: Honorable City Council
From: James Pease, Public Works Director

Subject: First Amendment California CAD Solutions, Inc. - City GIS System RECOMMENDED ACTION:
Approve and authorize the Mayor to sign Amendment No. 1 to the Professional Services Agreement with California CAD Solutions, Inc. to incorporate public works maintenance activities as part of the GIS program in the not to exceed amount of $11,000 (funding source:
Water Operating Fund).
BACKGROUND:
The City of Ripon has been using a Geographical Information System (GIS) program to display database information on a map. The City contracted with California CAD Solutions, Inc. in 2023 to update its GIS from an outdated program to an ESRI based program, which involved migrating the City’s existing data to this new software program. Currently, the City’s GIS program displays parcel ownership, parcel size, tax assessment, and building size. Additionally, the GIS program displays utility information of the City’s water, sewer, storm, and street light infrastructure.
Additional services provided with the initial scope included training staff on the new program and training the IT Department staff on how to update monthly property ownership information from San Joaquin County.
DISCUSSION/ANALYSIS:
The GIS program has other capabilities public works staff would like to add over time in order to track and plan for various utility infrastructure maintenance activities. Having this type of information available as part of the GIS program will improve the efficiency of the public works operations by eliminating hand written logs and utilizing a program that automatically flags the user when an activity is scheduled.
At this time, public works is requesting to move forward with adding water valve exercising to the GIS program. California CAD Solutions, Inc. has provided a proposal to update the GIS program, which is summarized below:
GIS software module update: $8,000
Water valve exercising programming: $3,000
FISCAL IMPACT:
The cost as described in Amendment No. 1 with California CAD Solutions, Inc. to add the maintenance activity software module along with the water valve maintenance to the GIS program is a not to exceed amount of $11,000. Amendment No. 1 will be funded through the Water Operating Fund. Below is a funding summary of the work on the City GIS program by California CAD Solutions, Inc.
