Task 5· Develop Conceptual Design
Currently, the Blossom Express and San Joaquin RTD Route 91 share two stops: West Colony/Goodwin {SaveMart) and the Ripon Senior Center. However, a passenger wishing to travel to Stockton must wait over an hour at SaveMart to catch the Route 91 bus. Changes to the Blossom Express schedule to better make these connections will be discussed as part of Task 4 (Tech Memo 2). Passenger amenities, such as shelters or benches at a transfer point can improve the passenger experience and encourage ridership. As part of this task, LSC will conduct a high-level review of capital improvements for a potential transfer point between RTD and Blossom Express in the City of Ripon. The discussion will consider passenger amenities as well as sufficient curb space for two vehicles.

As part of this task, LSC will provide a discussion of recent technology available for traffic signal preemption for transit vehicles.

Task 6 • New Staff Cost
LSC will develop a high-level cost analysis to hire either a full-time or part-time transit coordinator or manager to oversee the transit operations, schedules, routes, etc. This will include a ballpark estimate of the number of labor hours required each year along with staff costs for similar positions at other agencies. This analysis will also include a peer review of contracted driver costs for similar transit agencies. This task will be incorporated into the Administrative Draft Short Range Transit Plan. [
Task 7· Prepare Draft and Final Short Range Transit Plan Task 7.1: Administrative and Draft Short Range Transit Plan Work conducted to date will be combined to create an Administrative Draft SRTP for review by City and Transit Staff. All feedback and input will be incorporated into a Public Draft SRTP for City Council review and input. LSC will be available to present the Draft SRTP to the City Council virtually.

Task 7.2: Final Short Range Transit Plan
All comments collected regarding the Draft Plan from the City Council and the public will be used to prepare the Final City of Ripon Short Range Transit Plan (SRTP).
