City Council
259 N. Wilma Avenue
Ripon, CA 95366
MEMO
To: Honorable City Council
From: Christiana Giedd, Associate Civil Engineer
Date: 10/08/2024
Subject: Community Center Tennis Courts
RECOMMENDED ACTION:

Award the contract for the Community Center Tennis Courts Project to Consolidated Engineering Inc. in the amount of $424,697 and authorize staff to proceed (funding sources:

Proposition 68 Grant and Parks and Recreation Capital Fund).

BACKGROUND:

The City of Ripon tennis courts at the Community Center have exceeded their useful life and need to be replaced. This project is included in the fiscal year 2024-25 capital improvement plan.

The City was awarded a Proposition 68 grant in the amount of $188,106 for the construction of this project.

The scope of the Community Center Tennis Court Project includes the following improvements:
 Remove and replace asphalt
 Install new permanent tennis posts and nets for 4 courts  Install a double-wide gate in existing fence for maintenance access  Replace high pressure sodium light heads with LED light fixtures  Painting of multi-use courts to allow 4 tennis courts and 8 pickle ball courts  Purchase of 4 wheeled pickleball nets (equipment provided by City) DISCUSSION:

On September 17, 2024, bids for the Community Center Tennis Courts were opened; 7 bids were received as summarized below:

Consolidated Engineering Inc. $424,697.00
Tosted Asphalt, Inc. $431,511.40
Silicon Valley Paving, Inc. $449,015.88
Sinclair General Engineering Construction, Inc. $491,164.00 Frontline General Engineering Construction, Inc. $552,994.68 Tri Valley Excavating Co., Inc. $563,688.18
Swierstok Enterprise Inc., dba Pro Builders $578,380.00 City staff has reviewed the bids and found Consolidated Engineering Inc. to be the lowest responsive bidder. The Contractor has submitted the bid bond and all required documents. I am recommending that City Council award the bid for the Community Center Tennis Courts Project to Consolidated Engineering, Inc. in the amount of $424,697 and authorize staff to proceed.

The total budgeted expense for this project is summarized below:

Construction: $424,697
Construction Contingency: $20,000
City Furnished Equipment: $25,000
Materials Testing: $5,000
Total: $474,697
The courts are striped such that any court can be used for either tennis or pickleball play – this layout allows 4 tennis courts and 8 pickleball courts. The tennis post and net system is permanent, but the pickleball net system proposed is on wheels so it can be moved, depending on the use of the court. The City would purchase and supply separately from the construction contract 4 movable pickleball net systems. The estimated cost for this equipment is $25,000.

FISCAL IMPACT:

The total cost of $474,697 for construction of the Community Center Tennis Courts Project will be funded as follows:

Proposition 68 Grant $ 188,106
General Capital Fund – Parks &
Recreation
$ 286,591
Totals $ 474,697
