Subject: Professional Services Agreement - Condor Earth RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Professional Services Agreement with Condor Earth to prepare a Spill Prevention, Control, and Countermeasure (SPCC) Plan update for the City’s Fueling Station to include the new Fleet Maintenance Facility and provide the required SPCC training in the not to exceed amount of $7,300 (funding source: General Fund).
BACKGROUND:
The San Joaquin County Health Department requires the City’s SPCC Plan to be updated for the aboveground fuel tanks at the City’s fueling station every five years along with training.
Additionally, the new Fleet Maintenance Facility needs to be added to this plan due to the hazardous materials that will be stored there. Since the fueling station is adjacent to the Fleet Maintenance Facility, both facilities can be included in a single SPCC Plan rather than two separate plans.
DISCUSSION/ANALYSIS:
Condor Earth prepared our original SPCC Plan in January 2020. They have provided us with a proposal to update the plan and include the Fleet Maintenance Facility in a not to exceed amount of $6,000. There is an additional proposal to provide training to City staff as required for $1,300. This updated plan and training will provide staff the necessary guidance to safely respond to any hazardous spill that may occur at either of the facilities.
FISCAL IMPACT:
Not to exceed amount of $7,300 funded through the General Fund.
