Evaluation includes an assessment of such items as the history of the company, experience as it relates to the requirements within this RFP, evidence of past performance, and the experience of the proposed Golf Course Manager.

1. Sierra Golf Mgmt, Inc took over Micke Grove golf course (within 5 years) that required a signficant amount of deferred maintenance and not only improved the playability of the course, but also expanded uses (e.g., hit trax on driving range).2. The golf course manager is to be in active control of daily operations of the course. The current Jack Tone Golf Course Manager (George Buzzini) has moved to southern California and has limited involvement in Jack Tone GC operations. The golf course manager proposed by Jack Tone Golf, LLC for the 2025 lease also lives in Southern California.
Capital Impvt Plan (25 max)
Evaluation will include plan to make capital improvements to the golf course and other facilities that increase the financial performance of the Complex.

1. CourseCo did not provide a plan.2. As the current operator, Jack Tone Golf, LLC's proposal was focused on handling deferred maintenance and was geared more towards continuing the status quo. Although Jack Tone Golf, LLC did include a new cafe and proshop, JTG LLC's proposal did not address the condition of the greens themselves as thouroughly as Sierra Golf Mgmt, Inc. Sierra's proposal included some creative new approaches to operations, marketing, maintenance, and food/beverage.
Cost Effectiveness (20 max)
The maximum services are provided in relation to the fee structure proposed, value of overall project, and if the budget is reasonable and appropriate.

1. CourseCo lacks specificity and detail for this project.2. Micke Grove GC (par 72, 6,565 yard golf course) cost $48 during prime time to play 18 holes and Jack Tone GC (par 62, 3,700 yard golf course) is $29 for the same prime time. SGM noted during the Micke Grove site visit that they do not anticipate increasing green fees for Jack Tone GC.
Scope of Work (15 max)
Evaluation will include an assessment of the quality of proposed strategies, creativity, detail of plan and related items.

References will be checked and will be used to assist in determining the Proposer’s ability to perform the services as requested in the RFP; they should be aware that City will be contacting them; and, that the City may tour their referenced facility.

1. During the course visits, it appeared Jack Tone GC had a significant amount of deferred maintenance. The playing conditions at Micke Grove GC were better, even with a higher number of rounds being played. 2. Jack Tone GC had a large pile of wood from trees that were removed from the golf course years ago that is still stockpiled on the property. Also, portions of the golf course grass was dead.
