Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 11/12/2024
Subject: Measure K Renewal Cooperative Agreement - Ripon Safe Routes to School Improvements
RECOMMENDED ACTION:

Approve and authorize the Mayor to sign the First Amendment to the Measure K Renewal Cooperative Agreement No. (C-22-028 A1) extending the term to June 30, 2026 for the Measure K Renewal Smart Growth Incentive Program grant reimbursement that was awarded for the Ripon Safe Routes to School Improvements Project.

BACKGROUND
The City of Ripon has been awarded two grants for the Ripon Safe Routes to School Improvement Project - a Measure K Renewal Smart Growth Incentive Program grant and a Congestion Mitigation and Air Quality (CMAQ) grant. This project includes pedestrian and bicycle safety improvements on four roadways, as described below:

Second Street – Installation of a Class III bikeway (signage indicating preferred bike route) from South Wilma Avenue to Palm Avenue and a Class II bikeway (painted bike lane along the street) from Palm Avenue to South Stockton Avenue. In addition, intersection improvements will be completed at S. Acacia Avenue, S. Locust Avenue, and S. Stockton Avenue, including curb extensions to reduce the length of crosswalks and high visibility markers or pavers at these intersections.

These improvements were included as part of the adopted Downtown Circulation Study Streetscape Improvements Master Plan.

Acacia Avenue – Installation of Class III bikeway from Doak Boulevard to the pedestrian overcrossing at Highway 99.

Prospect Avenue – Installation of Class III bikeway from Frontage Road to Ripona Avenue. Also, a crossing upgrade at the Frontage Road intersection, which will incorporate a Rectangular Rapid-Flashing Beacon and median refuge island for pedestrians.

Ripona Avenue - Installation of Class II bikeway from Milgeo Avenue to California Street.

DISCUSSION

Project delays have resulted in the need to amend Agreement C-22-028 extending the term to June 30, 2026.
