MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 11/12/2024
Subject: SSJID Reimbursement Agreement
RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Reimbursement Agreement for the cost of a consultant to prepare a Water Capacity Fee Study in the amount of $35,900 (funding source:
AB1600 Water Fund).
BACKGROUND:
The City of Ripon has approached South San Joaquin Irrigation District (SSJID) to connect to the South County Water Supply Project (“Project”) and receive treated surface water. Ripon is an in-District SSJID customer, but opted not to participate at the beginning of the Project. There are currently four participating cities which have each contracted to receive an annual volume of water, average daily flow and peak flow demand, as summarized in the following table.

During the current Phase 1 of the Project, Ripon is requesting to install the infrastructure necessary to make the physical connection to the Project at the intersection of Jack Tone Road and French Camp Road. Until SSJID and the participating cities are ready to move forward with Phase 2, Ripon is requesting to receive treated surface water during non-peak demand months, when it is available, as determined by SSJID and the participating cities.
During Phase 2 of the Project (no timeline has been established when this will happen), Ripon would like to discuss the opportunity to purchase capacity as a participating city with an allocated share of the South County Water Supply project capacity during the early planning stages of this phase.
DISCUSSION:
The Participating Cities have requested an independent consultant be retained by SSJID to explore the development of an appropriate capital charge for the annual use of surplus capacity.
This capital charge would be used to inform negotiations between the Participating Cities, SSJID, and the City of Ripon.
SSJID is recommending NBS be retained to complete the following tasks:
Kickoff Meeting
Data Collection and Memorandum
System Buy-in Fee Analysis
Fee Structure Analysis
Prepare Electronic Fee Model
Prepare Study Reports
The cost of this study is $35,900 and is to be paid by the City of Ripon.
FISCAL IMPACT:
The $35,900 cost of this study is to be paid from the City of Ripon AB1600 Water Fund, which currently has a balance of $3,337,900.
