This report was updated by Goodwin Consulting Group on March 1, 2017 and adopted by the City Council on March 14, 2017. In 2021, Goodwin Consulting Group updated the Corporation Yard Fee account and determined an increased was needed, which was approved by the City Council in June 2021.
A separate fund for each fee category has been established to account for the revenue collected and the expenses incurred related to each category. A description of each of these fees is noted below:

1 The City of Ripon uses the First In; First Out methodology to calculate the Five-Year Holding Balances. 2 See Table 2 for additional information regarding future improvement projects.
As of June 30, 2024, the City’s Storm Drain Fee, Wastewater Fee, and Water Fee showed revenues held past the fifth year of first deposit; therefore, the City is reporting the following findings related to these Development Impact Fee accounts.
Section A: An identification of the Purpose to which the Fee is to be Put The following identifies the purpose of each Development Impact Fee account with revenues held past the fifth year of first deposit:
Storm Drain Fee – The Storm Drain Fee category is used to expand conveyance and storage infrastructure related future growth. The City’s Storm Drain Master Plan was completed on March 1, 2017 and identifies numerous improvements that will be prioritized and funded by the City Council in future budgets, as available funding permits.
Wastewater Fee – The Wastewater Fee category is used to expand conveyance and treatment infrastructure related future growth. The City’s Storm Drain Master Plan was completed March 1, 2017 and identifies numerous conveyance improvements and the City’s Wastewater Treatment Facilities Plan was completed March 1, 2015 that identifies improvements at the wastewater treatment facility. These projects will be prioritized and funded by the City Council in future budgets, as available funding permits.
Water Fee – The Water Fee category is used to expand the City’s water infrastructure including pipelines, storage infrastructure, and water supply infrastructure related future growth. The City’s Water Master Plan was completed March 1, 2017 and identifies numerous improvements that will be prioritized and funded by the City Council in future budgets, as available funding permits.
Section B: A Demonstration of a Reasonable Relationship between the Fee and the Purpose for which it is Charged
As mentioned in Section A above, each fee is required to demonstrate a reasonable relationship between the fee and the purpose for which it is charged. This relationship is identified within the AB1600 Fee Justification Studies that have been done by the City of Ripon and updated as needed:
• Original Public Facilities Financing Plan dated November 23, 2005 and AB1600 Fee Justification Study dated July 15, 2005
• Updated AB1600 Fee Justification Study dated December 27, 2011 • Updated AB1600 Fee Justification Study dated March 1, 2017 • Updated Corporation Yard AB1600 Fee Justification Study dated June 28, 2020 These respective studies have been reviewed and the methodology used to establish the fees are still considered valid. The respective methodologies illustrate the roughly proportional, reasonable relationship between the new development upon which the Development Impact Fees are charged and the need for the additional facilities by taking into account the additional residents and employees that will be generated by new development within the City and the City’s existing facilities capacities to accommodate the additional growth. Development Impact Fees charged on new development are used to fund the additional facilities that will serve the residents and employees generated from new development.
Storm Drain Fee – Fees are supported by the City’s Storm Water Master Plan and the Updated AB1600 Fee Justification Study dated March 1, 2017.
Wastewater Fee – Fees are supported by the City’s Sewer Master Plan and the Updated AB1600 Fee Justification Study dated March 1, 2017. Also, the Wastewater Treatment Facility Plan dated March 1, 2015, which was used as part of the Justification Study.
Water Fee – Fees are supported by the City’s Water Master Plan and the Updated AB1600 Fee Justification Study dated March 1, 2017.
Section C: An identification of all sources and amounts of funding anticipated to complete financing of incomplete improvements in the fee program
This section is addressed as part of Section D below.
Section D: A designation of the approximate dates on which the funding is expected to be deposited into the appropriate account or fund
Table 2 below summarizes the reporting requirements for both Sections C & D, including (1) identification of each public improvement on which fees were expended and the amount of expenditures on each
improvement, including the total percentage of the cost of the public improvement that was funded with fees; and (2) identification of an approximate date by which the construction of the public improvement will commence if the local agency determines that sufficient funds have been collected to complete the financing on an incomplete public improvement.

Capital cost includes the construction of a drainage basin in Area #2 as shown in Figure C-4 of the City’s Storm Drain Master Plan.
2 . Capital cost includes the construction of improvements to the Wastewater Treatment Plant that increases treatment capacity from 1.0 mgd to 2.3 mgd.
3 . Capital cost includes the construction of the pipeline and pump station necessary to connect Ripon’s water system to the SSJID surface water project, as described in the City’s Water Master Plan. The City received an EPA Community Grant in the amount of $3.8 million for the construction of this project.
Anticipated construction start date is listed based on projected growth. This may change based on actual development patterns and capital improvement priorities identified through the City’s annual capital improvement planning process.
All fee categories satisfy the five-year test and have sufficient planned future improvement projects to cover the fund balances.
