Subject: Law Office of Thomas H. Terpstra, Jr.
RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Agreement for City Attorney Legal Services with the Law Office of Thomas H. Terpstra, Jr., which provides for the necessary legal services for the City of Ripon. Additionally, approve the termination of the November 9, 2021 Agreement for Legal Services with the Law Office of Thomas H. Terpstra.
BACKGROUND/DISCUSSION:
The City of Ripon was previously contracted with the Law Office of Thomas H. Terpstra to provide City Attorney legal services. After 33 years of dedicated service as City Attorney, Mr.
Terpstra has recently announced his retirement. His time serving the community saw him play a vital role in numerous projects, policies, and decisions that have significantly contributed to the quality of life in Ripon.
The City Attorney is appointed by the City Council to serve as its legal advisor, ensuring that all decisions and policies are developed in accordance with the City’s legal authority. Mr. Terpstra fulfilled this role with great professionalism and integrity.
On December 19, 2024, the City Council interviewed the current Deputy City Attorney, Tommy Terpstra, who has been closely involved in the City’s legal affairs. The Council selected Tommy to serve as the new City Attorney. This ensures a smooth transition and continued stability in the City’s legal representation.
Attached is the Agreement for City Attorney Legal Services with the Law Office of Thomas H.
Terpstra, Jr. The Agreement has been thoroughly reviewed by independent counsel from the law firm Petrulakis Law & Advocacy, APC, to ensure compliance with all necessary legal standards.
With the approval of the Agreement for City Attorney Legal Services with the Law Office of Thomas H. Terpstra, Jr., the City Council also approves the immediate termination of the November 9, 2021 Agreement for Legal Services with the Law Office of Thomas H. Terpstra.
This termination is being made in accordance with the provisions of that agreement.
