RE: Proposal for Engineering Services for a Level One Water Loss Audit Validation for the City of Ripon for Fiscal Year 2023-2024
Dear James:
Thank you for the opportunity to submit this proposal to provide engineering services for the City of Ripon (City) 2023-2024 Annual Water Loss Audit Validation. This proposal discusses our understanding of the project, recommends a scope of services together with associated fees, deliverables, and approximate schedules, sets forth our assumptions and discusses other services that may be of interest as the project proceeds.
PROJECT UNDERSTANDING
It is our understanding that the Department of Water Resources (DWR) requires an Annual Water Loss Audit (audit) be prepared and subsequently validated by a Certified Water Audit Validator (validation), in accordance with Senate Bill 555. The audit and validation are due annually, by January 1. Further, the validation must be performed by a party uninvolved with preparation of the Annual Water Loss Audit.
Provost & Pritchard Consulting Group (Provost & Pritchard) understands that the City will perform the water loss audit for the fiscal year 2023-2024. It’s also understood that the City is looking for an independent third party to perform a level one validation of the audit results for the 2023-2024 water loss audit for submittal to DWR.
SCOPE OF SERVICES
LEVEL ONE WATER LOSS AUDIT VALIDATION (PHASE WAV)
The work under this phase consists of a single fiscal year (2023-2024) water loss audit validation to be conducted on the City water system and will be performed by and at the direction of Brittney Darnell, entirely independently of the work done by the City to prepare the water loss audit. The following applies to the water loss audit validation for fiscal year 2023-2024:
• Review audit data supporting documentation prior to interview with the City including:
o Water Supplied including: Volume from own sources and Imported and exported water o Authorized Consumption including: Billed metered and unmetered consumption, and Unbilled metered and unmetered consumption
o System Data including: Length of distribution system mains, Number of active and inactive, connections, Typical location of customer meters, and Average system operating pressures Exhibit A

PROFESSIONAL FEES
Provost & Pritchard Consulting Group will perform the services for the fixed fee amount of $2,750. These services will be invoiced monthly, on a percent-complete basis. Reimbursable Expenses are included in the Fixed Fee amount stated.
SCHEDULE
Once we receive a signed contract, are authorized to proceed, and have received requested data, we can perform the level one water loss audit validation within two weeks for initial submittal.
Work is not able to begin without the receipt of the requested data. Delays in sending the requested data are beyond the control of Provost & Pritchard and will cause delays to the schedule.
