Ripon, CA 95366
MEMO
To: Honorable City Council
From: Kevin Werner, City Administrator
Date: 03/11/2025
Subject: Aspen Survey Company, Inc.
RECOMMENDED ACTION:
Approve and authorize the Mayor to sign the Amendment No. 1 to the Professional Services Agreement with Aspen Survey Company, Inc. to assist in implementing the Survey Monument Preservation Policy in the not to exceed amount of $20,000 (funding source: varies by project).
BACKGROUND:
The City of Ripon, as a governmental entity, is obligated to adhere to the California Business and Professions Code (BPC), which includes specific provisions aimed at preserving existing land surveying monuments. These monuments in Ripon encompass City right-of-way and centerline monuments, Public Land monuments, private parcel markers, property corners, vertical control monuments from the City or Irrigation District, and National Geodetic control monuments. To ensure compliance with these mandated state regulations, the City Council adopted the City Survey Monument Preservation Policy during its July 2017 meeting.
DISCUSSION/ANALYSIS:
In accordance with the law, the City of Ripon must assess all permitted activities—such as grading, building, and encroachment permits—as well as City-funded capital projects to determine their potential impact on existing monuments. This evaluation is required to be conducted by a licensed Land Surveyor authorized to operate in California.
At the August 8, 2017 City Council meeting, Council approved the Professional Services Agreement with Aspen Survey Company, Inc. in the not to exceed amount of $20,000 to assist in implementing the Survey Monument Preservation Policy.
Staff has requested a scope and fee from Aspen Survey Company, Inc. to continue to assist with land surveying services outside staff’s qualifications. With a proven track record of successfully completing various surveying projects for the City since 2002, Aspen Survey Company brings valuable experience and familiarity with Ripon's needs.
Aspen Survey Company has submitted a proposal to assist staff in evaluating these activities to ensure adherence to the City Survey Monument Preservation Policy. Staff recommends the City Council approve the attached Amendment No. 1 to the General Services Agreement with Aspen Survey Company, Inc. in the not to exceed amount of $20,000.
FISCAL IMPACT:
The cost specified in the attached General Services Agreement with Aspen Surveying Company, Inc. is $100 per evaluation with a not to exceed amount of $20,000. This cost will be recovered during the permit application process for private development projects, or allocated to the appropriate city fund if the review is related to a City of Ripon capital project.
