2. ORDINANCES
First Reading and Introduction
A. ORDINANCE NO. 930
AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF RIPON
AMENDING CHAPTER 5.08 "BINGO"
OF THE RIPON MUNICIPAL CODE
This Ordinance amends Chapter 5.08
“Bingo” to allow alcohol beverages to be
served or consumed where bingo games are
conducted and repeal sections of the
Chapter referencing remote caller bingo
games.
Council Member Restuccia explained why he is proposing to amend the bingo ordinance regarding alcohol.
City Clerk Roos stated that state legislation allows cities to monitor bingo, which is why the City of Ripon currently has an ordinance in place. She cited the California Penal Code, which prohibits for-profit bingo games, restricts participation by minors, and mandates that bingo games be conducted by a non-profit organization.
Council Member Zuber expressed concerns about some of the wording in the proposed ordinance and expressed concern about whether or not it adequately addressed issues associated with the presence of alcohol at bingo events.
City Administrator Werner added that if a non-profit organization were to rent out a building for bingo, it would need to assume full control of the building and its operations, including all associated liability.
Motion to waive the first reading and introduce Ordinance 930 amending Chapter 5.08 “Bingo” of the Ripon Municipal Code to allow alcohol beverages to be served or consumed where bingo games are conducted and repeal sections of the Chapter referencing remote caller bingo games.

3. DISCUSSION ITEMS
A. BUILDING PERMIT SOFTWARE UPDATE
Discussion/Action Staff is recommending the City Council (1) approve and authorize the Mayor to
sign the Master Services Agreement with
OpenGov Inc. for a term of 2 years, 3
months in the amount of $119,180.55 and
(2) direct staff to implement a technology
maintenance and program recovery fee
that will be added to all building permits.
Planning Director Zuidervaart stated that staff has conducted a comprehensive review of several building permit software programs. Zuidervaart said the staff report includes a detailed analysis of three specific programs.
Council Member Zuber asked about permit fees increasing.
Zuidervaart stated that Council allocated $40,000 in the 24/25 budget to help implement the program. Zuidervaart said to offset the ongoing expense of the annual subscription and licensing fee, staff anticipates recovering the cost through an additional fee on each building permit. This will be brought back for City Council approval.
Mayor de Graaf expressed concerns regarding lead time and communication. He inquired whether the platform is user-friendly for residents, builders, and developers, emphasizing the importance of streamlining the process. He noted that, in his experience, most of these platforms lack effective communication channels and that processing time is often not expedited but instead slowed down.
Brandon Cook, a sales rep for OpenGov Inc., said that their system notifies users throughout the process and believes OpenGov has the necessary communication channels that staff is looking for.
Motion to approve and authorize the Mayor to sign the Master Services Agreement with OpenGov Inc. and direct staff to implement a technology maintenance and program recovery fee that will be add to all building permits.
